Job Description

Job Summary:
Under the general supervision of the Director of Development Services, responsible for assisting in the development, monitoring, and application of comprehensive planning policies; reviewing zoning, subdivision, and site plan proposals; assisting in the preparation of neighborhood and district plans; Managing permitting process; and providing customer service to citizens, developers, community leaders, members of Boards and Commissions. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.


Typical Duties

Essential Job Duties/Responsibilities:
Essential duties and functions may include the following. Must possess required knowledge skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodation, that the essential functions of the job can be performed. Other related duties may be assigned.

1. Review existing developments related to Glenn Heights Ordinances (zoning, subdivision, sign, landscape, design standards, lighting, etc.) and update or create new ordinances as needed.
2. Prepares staff reports, presentations, resolutions, ordinances and make recommendations on subdivision plats, zoning cases, right-of-way vacations, specific use permits, annexation proceedings, and site plans for the Planning and Zoning Commission and City Council AND/OR develops, drafts, and recommends action on long-range planning studies to the Planning and Zoning Commission and City Council AND/OR creates, analyzes, and maintains a wide variety of Geospatial and Information Systems (GIS) databases, documentation, information, and map layers.
3. Advises the public and developers on the development process for site plan approval, platting, zoning, and impact fees, and/or advises the public and developers on long-range planning issues; handles inquiries regarding geospatial and information systems.
4. Process plat, Zone change, Specific use permit, site plan, and other zoning-related applications, and conduct property ownership research.
5. Interprets the Comprehensive Plan and applies its goals and policies for proposed development; maintains and updates the City’s Comprehensive Master Plan and other planning documents; informs citizens, developers, community leaders, members of Boards and Commissions, etc., throughout the planning process.
6. Researches and maintains demographic, environmental, and regulatory data related to the city; performs population, census, and boundary survey research and revises as required.
7. Applies Local Government Code and City Ordinances relating to development, including but not limited to zoning, subdivisions, annexations, or other local, state, and federal laws.
8. Provides information regarding City Codes and regulations to various city departments, citizens, developers, community leaders, members of Boards and Commissions, etc.
9. Researches regional, state, and national grant opportunities; maintains the City's ArcGIS (Geographic information system) database; creates and updates maps and databases, and provides analysis and site selection services for Planning and City departments.
10. Reviews of invoices and purchase orders. Monitor expenditures and associated contracts related to planning development services.
11. Conduct necessary fieldwork such as photographic documentation, windshield surveys, and other planning-related functions.
12. Attends department, public, boards and commissions, and City Council meetings, as needed.
13. Perform other duties as assigned.


Education & Experience

Minimum Qualifications:
• Bachelor’s degree in City/Urban Planning or Public Administration or related field; Master’s Degree in Planning, Public Administration, or related field preferred, and
• Two (2) years of experience working with principles of planning and development and
• Two (2) years of experience working for a city, county, or state planning agency, or
• Any equivalent education and work experience sufficient to successfully perform the essential functions of the position.

Licenses and Certifications:
• Must have a valid Class “C” Driver’s License
• American Institute of Certified Planners Certification required or be able to obtain within 6 months of hire.

Supplemental Information

Knowledge, Skills, and Abilities:
•  Proficient in computer software skills including Microsoft Office Suite, GIS, and Adobe Creative Suite
•  Ability to make formal presentations of program and/or project recommendations.
•  Ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria; includes exercise of discretion in determining actual or probable consequences, and referencing such evaluation to identify and select alternatives.
•  Ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
•  Ability to utilize various advisory and design data and information such as zoning and subdivision codes, planning maps, state statutes, and city ordinances.
•  Ability to communicate effectively verbally and in writing.
•  Ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
•  Ability to exercise judgment, decisiveness, and creativity required in situations involving evaluation of information against measurable or verifiable criteria.
•  Comprehensive knowledge and understanding of land-use planning principles, government regulatory principles, and data collection relative to land-use planning.
•  Comprehensive knowledge of zoning ordinances, including form-based codes and transportation plans
•  Ability to maintain proficiency and knowledge of current and/or new regulations/legislation within areas of responsibility.
•  Ability to develop and maintain a positive working relationship with staff, fellow employees, elected officials, supervisors, citizens, businesses, and community groups.
•  Proficient skills to communicate clearly and concisely in English, both orally and in writing
•  Regular and timely attendance is required for this position.

•  The incumbent works in a typical office environment with infrequent exposure to unpleasant environmental conditions or hazards. Requires lifting up to twenty-five pounds and includes repetitive actions while sitting or standing. May require sitting and working at a computer for extended periods.
•  Requires the ability to visit other work locations and construction sites, walk on uneven terrain, etc.
•  Required to work some nights.
