To plan, organize, supervise, review, and participate in the work of professional, technical, and clerical subordinates engaged in current or advanced planning, and perform related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by the Community Development Director.
Responsibilities include direct and indirect supervision over professional, technical, and clerical planning personnel.
Examples of Duties
Essential job functions include, but are not limited to, the following: (These functions may not be present in all positions in this classification. Develop and implement the Planning Division’s goals, objectives, policies and priorities.
Direct, coordinate, review, and participate in the work of professional and technical employees in data collection, analysis, plan formulation, and implementation of a wide variety of planning, zoning and environmental review activities.
Supervise, direct, and coordinate either the City's current and advanced planning programs.
Supervise, direct and coordinate special planning, zoning, and environmental studies; prepare reports and findings.
Personally perform most complex and sensitive planning work.
Make recommendations on development permits, special use permits, variance, tentative tract maps, residential planned development permits, as well as other zoning applications.
Represent the Planning Division at public meetings, and present planning and zoning matters to the City Council, Planning Commission, and citizen committees as required.
Coordinate planning activities with other City departments, and with outside agencies as required.
Serve as secretary to the Planning Commission.
Administer the General Plan.
Act as Community Development Director as required.
Meet with and advise developers regarding development applications and processes; explain purposes, regulations, and directives of accepted development practices.
Prepare and administer the Planning Division budget.
Supervise, train, and evaluate professional, technical, and clerical staff.

Typical Qualifications
Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential functions of the position.
A typical combination is:
Experience
Five (5) years of responsible experience in the field of urban and environmental planning, including some supervisory experience.
Education
Equivalent to a bachelor's degree from an accredited college or university with major course work in urban or regional planning or a related field considered useful in urban planning.
A master’s degree is desirable.

THE SELECTION PROCESS
Shall consist of two phases: (If you should need assistance in completing the employment application or in participating in the selection process, please notify Human Resources prior to the filing deadline or as soon as possible).
Phase One - Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidate’s application. Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the next phase of the selection process. No weight shall be assigned to this phase of the selection process. Applications must include a staff report written by the applicant to complete the application packet.
Phase Two- Oral Appraisal Interview: Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for City Planner. Eligibility Lists are generally valid for one year. Once the list is established, the Community Development Department may conduct follow-up assessments.
Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status. All new employees will be fingerprinted as a part of the employment process, and a criminal history check will be conducted with the Department of Justice and the Federal Bureau of Investigation.
In accordance with Government Code Section 3100, City employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
