Description

Plans, organizes, and implements development programs and activities including long and short range planning, zoning, and other applicable codes and plans on behalf of Community Development Department and the Director of Community Development.

It is anticipated that the hiring range for this position will be between $79,899 and $87,000 (DOQ) and consistent with the City Compensation Plan and Policy.

Examples of Duties


Essential Functions of this Position (Generally up to 60% of the time annually)

  1. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures. 
  2. Review development proposals and land use applications including site plans, subdivisions, zoning requests, and sign permits for compliance with city regulations, including the Zoning Code and Subdivision Regulations Code, and other planning objectives. 
  3. Meet with and assist developers, architects, engineers, attorneys, businesses, and property owners to discuss proposed development projects, zoning compliance, and other regulatory requirements.
  4. Guide applicants through the zoning entitlement and development review process from pre-application through final approval.
  5. Prepare staff reports, agendas, correspondence, recommendations, supporting documentation, and public presentations related to development proposals and planning cases for the City Council, Committees, Commissions, and the general public.
  6. Attend meetings and provides professional planning support to the Plan Commission/Zoning Board of Appeals and other assigned Boards or Commissions.
  7. Assist in the preparation of sub-area plans, comprehensive plan updates, and amendments to the Zoning Code, and City Code.
  8. Manage the interdepartmental review process for development applications to ensure efficient and consistent evaluation.
  9. Respond to inquiries from residents, businesses, and outside organizations regarding zoning, development standards, land use regulations, and city procedures.
  10. Present planning analyses and recommendations at public meetings and hearings.
  11. Maintain accurate planning records, reports, and development files in accordance with city policies and retention requirements.
  12. Evaluate existing policies and procedures and recommend new approaches, ordinances, or updates to support planning initiatives and City Council objectives. 
  13. Collect, compile, analyze and interpret planning data; prepare reports and related documentation of findings and present to the appropriate boards, commission or superiors. 
  14. Update existing land use and development files and maps with changes while analyzing the implications of these changes. 
  15. Ensure compliance with the City’s Zoning Code, Subdivision Regulations Code, and stormwater ordinances. Assist the Director of Community Development in reviewing, administering and updating all of the City zoning related land use regulations including the Zoning Code and the Subdivision Regulations Code.
  16. Coordinate relevant planning and development activities with other City departments and with outside agencies as required. Recommends goals and objectives; assists in the development of and implements policies and procedures. 
  17. Use and maintain planning data for GIS as it relates to planning and physical development. 
  18. Coordinate the preparation and revision of the handouts for developers and citizens outlining and explaining the City’s development process and requirements. Participate in the departmental review of building permit applications for compliance with applicable zoning, sign, and fence codes. 

Essential Functions of this Position (Generally up to 30% of the annually)
  1. Prepare ordinances, resolutions and reports for City Council consideration.
  2. Assist in the development and administration of the Community Development Department budget; forecast additional funds needed for staffing, equipment, materials, and supplies; monitor of and recommend approval of expenditures.
  3. Serve as the staff liaison to the Plan Commission/Zoning Board of Appeals
  4. Prepare and presents staff reports to the Plan Commission/Zoning Board of Appeals.
  5. Monitor the City’s Ride DuPage Transportation program including processing applications for registration and provides monthly reports of ridership.
  6. Ensure compliance with newly mandated state and county regulations.

Other Functions of this Position (Generally up to 10% of the annually)
  1. Perform related duties and responsibilities as required.
  2. Serve as staff liaison to the City Safety Committee.
  3. Coordinates activities related to the decennial census.

  2. Report all potential hazards, accidents and injuries consistent with City policy and procedure. 
  3. Immediately reports all unsafe conditions and acts to a supervisor. 
  4. Recommends improvements to safety and security practices. 
  5. Obeys and adheres to all work safety rules and practices. 
  6. Completes assigned safety training.

Typical Qualifications

(Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be): 

Experience:
A minimum of three years in municipal planning and/or community development is required.

Education:
Bachelor’s degree from an accredited college or university in Urban Planning or a related degree. 

Special Requirements and/or Training: 
A valid driver's license, or ability to obtain one within six months of hire is required.
