Job Description:

VCI is currently seeking an onsite full-time Construction Manager at Tahoma National Cemetery, Phase 3, Kent, WA. to support a high-impact civil engineering project. This role ensures quality, safety, and compliance across every phase of construction, from site inspections to final close-out activities. Ideal candidates bring strong organizational skills, technical expertise, and a proactive mindset to resolve issues and maintain momentum.

Required Qualification:

  • Bachelor's degree in Architecture, Engineering, Architect, or Construction Management.
  • 2 years of experience in construction management.
  • Be able to pass a background check that includes validation of at least 3 years living in the US.
  • Eligible to work in the US.
  • Have a valid driver’s license.

Preferred Qualifications:

  • Owner’s representative experience for the federal government
  • Design and construction management experience for medical facilities
  • Professional Engineering registration/licensure

Other Skills and Knowledge:

In supporting the Resident Engineer Staff in the management of the construction project, the Construction Manager will be required to perform services including, but not limited to, the following (in no particular order):

  • Perform daily inspections of site work and building construction to ensure compliance and quality.
  • Document discrepancies, code violations, material misuse, and poor workmanship.
  • Observe contractor and subcontractor activities for proper application and report findings.
  • Review contractor submittals, RFIs, payment requests, and cost breakdowns for accuracy.
  • Maintain complete job files including as-built drawings and specifications.
  • Assist with change order documentation, proposal requests, and negotiation support.
  • Attend weekly project meetings to monitor progress, resolve issues, and provide recommendations.
  • Communicate findings and feedback fluently in English to RE/SRE and VA stakeholders.
  • Coordinate inspections with utilities and testing agencies as required.
  • Conduct weekly safety inspections and daily reports on manpower and activities.
  • Observe and document environmental conditions impacting construction safety or EPA compliance.
  • Prepare inspection punch lists and track defect resolutions.
  • Submit detailed daily progress reports, noting work completed, scheduled, and outstanding.
  • Review equipment and material samples, submit analysis and recommendations.
  • Maintain accurate files for CM services that may be audited at any time.
  • Must be available to work nights (5 PM – 7 AM) and/or weekends as required.
  • Fluent in English with excellent written and verbal communication.
  • Proficient in computerized management systems and report preparation.
  • Experienced in civil construction inspection and documentation.
  • Comfortable navigating high-volume schedules and coordinating across teams.
  • Must be familiar with and able to use the Microsoft Suite of Services, including; Teams, Word, Outlook, and basic Excel skills.
  • Must be able to work in all weather conditions, wear appropriate Personal Protective Equipment, walk long distances, stand for long periods, lift construction materials to access inspections, climb ladders and scaffolding, navigate typical civil construction site obstacles, and drive site provided UTVs.
  • Deliver contract requirements in a timely manner
