Description

Costain is working closely with Severn Trent Water on their Capital Delivery Framework, as part of it's capital programme for AMP8. As part of the Design and Build Framework lot, Costain brings together its design, construction, and consultancy expertise to undertake renewal and refurbishment projects and will assist Severn Trent in its target to make continuous improvements to its safety performance, whilst ensuring continuity of supply and consequently lowering costs for its customers.

 

This specific program of works focuses on Early Contractor Involvement for the planned installation of control gates on existing trunk sewers across the Gloucester region.

Responsibilities

The candidate will hold full accountability for coordinating third-party surveys, compiling engineering reports, managing traffic management constraints, and ensuring the project is fully de-risked prior to the main construction phase. Previous water/wastewater experience and working within live highway environments is essential for this position.

  • ECI Site Management: Lead and manage all aspects of early contractor involvement site activities, focusing specifically on constructability reviews for control gates on trunk sewers. 
  • Surveys & Technical Reporting: Personally arrange, supervise, and coordinate site surveys (e.g., utility mapping, CCTV, structural checks) and compile detailed technical reports to inform the detailed design phase.
  • Highways Coordination: Safely manage all pre-construction and site operations within a live highways environment, ensuring compliance with local authority guidelines and robust traffic management planning.
  • Construction Leadership: Provide construction leadership, manage all aspects of construction, and put safety above all else, leading by example to ensure all works are carried out in accordance with The Costain Way.
  • Quality & Right-First-Time: Promote a Right First-Time approach to quality and avoid rework while managing a team of staff and collaborating with other members of the project leadership team.
  • Subcontractor & Production Control: Provide planning and procurement support to the Project Lead. Implement production control and all related subcontract activities for specialised supply chain partners.
  • Project Handover: Support the Project Lead in all construction matters including handover and final asset commissioning.

 

Knowledge, Skills and Experience

Essential 

  • Water Sector Experience: Proven experience working within a Principal Contractor environment on water/wastewater utility networks (specifically deep drainage, CSOs, or trunk sewers).
  • Live Highways Environment: Strong track record of delivering or planning civil engineering works within live highways, with a solid understanding of Street Works/NRSWA requirements.
  • ECI Capability: Demonstrable experience managing ECI processes, including survey programming, utility avoidance, and technical report writing.
  • Technical Procedures: Solid knowledge and experience of Temporary Works procedures, risk assessments, and method statements (RAMS).
  • Standards Compliance: Knowledge and experience of water industry standards and procedures.
  • Team Leadership: Experience managing a team of engineering staff and specialised sub-contractors.

 

Desirable

  • Experience as a Lean Practitioner to drive delivery efficiency.
  • An understanding of the asset handover process back to Severn Trent Water.

 



Qualifications

Essential 

  • HNC/HND/Degree in Civil Engineering.
  • SMSTS (Site Management Safety Training Scheme) qualification.
  • CSCS Card (Management level).
  • NRSWA Supervisor Certificate (Street Works) – Crucial due to the live highways environment.
  • Confined Space Awareness / Entry – Required due to proximity to existing trunk sewers.
  • First Aider

  • Professionally qualified or working towards professional qualification
