This is professional and administrative work managing vertical construction projects, as well as park and open space developments for the city. Employees in this class are responsible for authorizing and monitoring the work of architectural and engineering consultants and contractors engaged in the planning, design and construction city buildings, parks, open spaces, and related facilities. Emphasis of the work involves managing various projects through all phases of development including planning, consultant selection, design management, contractor selection, permitting, construction management, inspection and warranty administration.
Incumbents exercise independent judgment in the application of the principles and practices of architectural/engineering planning, design, vertical construction management, and park and open space development. Supervision is received from a professional and administrative superior who reviews work through personal conferences and reports for satisfactory attainment of goals and objectives during all phases of the roadway and building construction process, as it relates to vertical construction projects.
Coordinates with consultants and city agency officials in the development of building, infrastructure, or open space projects.
Issues work orders to consultants, surveyors, and testing labs.
Verifies consultants’ invoices and recommends payment.
Reviews consultants’ plans and specifications at various stages of development for conformance to program requirements, design standards, contract compliance, and for completeness and accuracy.
Suggests and implements changes, additions, and corrections.
Monitors consultants’ cost estimates.
Schedules, attends, and writes reports of meetings with consultants, city agency representatives, major stakeholders, and/or general public.
Coordinates and bid advertisements, printings, and distributions plans and specifications to bidders.
Arranges direct purchases and oversees the goods and services needs for capital projects.
Assists in the evaluation of bids and making recommendations for award of contract and coordinates execution of contracts.
Schedules and assists in conducting pre-construction and pre-bid meetings with consultants, contractors, and sub-contractors.
Originates “Notices to Proceed” to contractors and work orders to consultants and testing labs.
Reviews and recommends approval of periodic requisitions, invoices, and supporting data from contractors, consultants, and testing labs.
Prepares and reviews field inspection reports, as required.
Prepares schedules and conducts site visits to monitor construction progress.
Keeps user agencies informed.
Prepares change orders to contract.
Keeps records of contingency allowance and consultants’ payments.
Inspects and coordinates projects for substantial completion and prepares list of any deficiencies.
Prepares performance reports on contractors and consultants and provides timely project updates progress and status reports.
Arranges for correction of defects by contractor during warranty period.
Schedules and conducts site inspections at end of warranty period and assuring correction of defects.
Qualifies the department as general contractor and obtaining building permits, as necessary.
Maintains project administrative records and files.
Performing related work as required.
Bachelor's degree in Architecture, Engineering, Building Construction or a closely related field and four (4) years experience in the design, construction, or management of building construction projects and four (4) years with 40-50 year recertification projects. A license in any of the following is highly desirable: State of Florida Professional Engineer, State of Florida Registered Architect, Miami-Dade County or State of Florida General Contractor's, Miami-Dade County or State of Florida General Building or Engineering Contractor.
OR
An equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.
SPECIAL REQUIREMENTS:
A valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.
SPECIAL NOTE:
An active or inactive license in any of the following may substitute for the required education: State of Florida Professional Engineer, State of Florida Registered Architect, Miami-Dade County or State of Florida General Contractor's, Miami-Dade County, State of Florida General Building, or Engineering Contractor.
