About Your Role 

CMTS is seeking an experienced Construction Manager to support aviation, transportation, and public infrastructure capital improvement projects throughout the Washington D.C., Maryland, and Virginia (DMV) Region. The Construction Manager will oversee construction activities from pre-construction through project closeout while ensuring projects are delivered safely, efficiently, on schedule, within budget, and in accordance with contract requirements. 


Education Requirements 

  • Bachelor’s Degree in Construction Management, Engineering, Architecture, or related field preferred 

or 

  • An equivalent combination of education, technical training, and relevant construction management experience 

 

What You’ll Need to Get the Job Done 

 

  •  7–15 years of construction management experience supporting large-scale infrastructure, aviation, transportation, or public sector construction projects 
    Strong knowledge of construction management principles, construction sequencing, scheduling, budgeting, and contract administration  
  • Experience managing contractors, subcontractors, consultants, and field personnel on active construction projects  
  • Strong understanding of construction drawings, specifications, building codes, and project delivery methods  
  • Experience reviewing RFIs, submittals, change orders, contractor pay applications, and construction schedules 
  • Ability to identify project risks, construction conflicts, schedule impacts, and field issues while facilitating timely resolution  
  • Strong knowledge of safety regulations, OSHA standards, and quality control procedures 
  • Experience working in active operational environments such as airports, transit facilities, hospitals, campuses, or public infrastructure corridors preferred  
  • Strong written and verbal communication skills with the ability to prepare reports, meeting minutes, executive summaries, and project correspondence  
  • Ability to lead meetings and coordinate effectively with clients, contractors, agencies, and stakeholders  
  • Strong organizational, analytical, and problem-solving capabilities  
  • Ability to manage multiple priorities and deadlines in fast-paced environments  
  • Proficiency in Microsoft Office Suite including Word, Excel, Outlook, and Teams  
  • Experience utilizing construction management software platforms such as Primavera P6, Procore, e-Builder, Autodesk Construction Cloud, or similar systems preferred  
  • Ability to travel throughout Washington D.C., Maryland, and Virginia project locations as required

Certifications / Licenses 

 

  • CCM (Certified Construction Manager) preferred  
  • OSHA 30 required or preferred  
  • PMP certification preferred  
  • Professional Engineer (PE) or Registered Architect (RA) a plus  
  • Aviation or transportation infrastructure construction experience strongly preferred

What You’ll Do 

 

  • Manage and oversee construction activities for aviation, transportation, and public infrastructure capital improvement projects throughout all phases of delivery  
  • Coordinate daily construction operations with contractors, subcontractors, consultants, airport operations personnel, utility providers, and project stakeholders  
  • Monitor project progress to help ensure work is completed safely, efficiently, on schedule, within budget, and in accordance with contract requirements  
  • Review construction schedules, sequencing plans, phasing plans, and contractor work plans to minimize operational impacts and support project success  
  • Conduct field inspections and site observations to verify construction quality, compliance with plans and specifications, and adherence to safety requirements  
  • Monitor contractor performance and assist in resolving field conflicts, schedule delays, unforeseen conditions, and construction-related issues  
  • Review and process RFIs, submittals, change orders, contractor pay applications, and project documentation  
  • Lead and participate in construction meetings, progress meetings, coordination meetings, and stakeholder discussions 
  • Prepare meeting minutes, daily reports, field reports, executive summaries, and project status updates  
  • Coordinate with design teams and consultants to facilitate timely resolution of technical and design-related issues 
  • Support procurement and bid phase activities including constructability reviews, contractor coordination, and evaluation support  
  • Monitor compliance with client standards, applicable codes, regulatory requirements, operational constraints, and contract provisions  
  • Assist with project budgeting, forecasting, cost tracking, contingency management, and schedule monitoring activities 
  • Support quality assurance and quality control efforts throughout all construction phases
