Job Description:
OVERALL OBJECTIVE: Represents the project owner and acts as liaison between the owner, contractor, and designer.
JOB COMPLEXITY/SCOPE: Responsible for multiple construction projects or a single large scale project requiring multiple disciplines. Work responsibilities encompass all areas of office engineering, field engineering, inspection, quality assurance, project controls, and contract administration.
SUPERVISION:
Directs and supervises field staff. Establishes objectives and reviews performance of activities.

JOB DUTIES:
Cost Management
- Reviews design and bidding documents.
- Responsible for the initiation and preparation of change orders.
- Responsible for the review and approval of invoices and payment applications which may include final payment.
Schedule Management
- Oversees construction progress and review contractor schedules.
- Updates client regularly on project progress and any issues.
- Leads weekly progress meetings.
- Presents critical issues with analysis and recommendation for client decision.
- Reviews project status and issues with Cotter management.
- Works with governmental agencies to aid project progress.
Quality Management
- Ensures project conforms to plans, specifications, and applicable standards.
- Actively manages the construction process with a focus on quality. Assures selection of materials and products in specification conform to quality requirements and applicable standards set forth by owner.
- Performs thorough design reviews to ensure construction details are quality focused and drawings are coordinated.
- Performs field inspections during construction process to ensure design intent and specifications are being met. Develops and manages completion of corrective action items.
- Monitors contractor’s adherence to safety plans.
- Directs and oversees the work of field staff.
Contract Administration
- Assists upper management in preparing contract agreements, including scope of work, deliverables, reimbursable expenses, insurance coverage, and legal/accounting requirements.
- Prepares and maintains proper documentation of all project-related activities.
- Manages project close-out internally and externally.
Client Relations and Business Development:
- Obtains feedback about our performance during project and resolves any issues identified.
- Maintains relationship with client on an ongoing basis to enhance client satisfaction and increase potential for additional business.
- Pursues new opportunities with current clients.
- Stays in periodic contact with past clients to identify opportunities.
- Assists with development and preparation of qualifications, proposals, and presentations.
- May meet and present to prospective clients.
QUALIFICATIONS AND REQUIREMENTS:
- Evening hours required - Construction work will be completed after business hours at NYC GSA office location
- Preference for at least an Associate of Science degree in Engineering, Architecture or Construction Management or a related field. An equivalent combination of experience, education and training may be acceptable.
- Typically requires at least 10 years of relevant construction industry experience - construction management or construction superintendent background preferred
- Previous office building / tenant improvement project experience is preferred.
- Ability to use a computer, the Internet, and word processing, spreadsheet, and email software.
- Ability to drive a car and have a valid driver’s license required.
- Must be able successfully complete a law enforcement background check and background investigation per GSA HSPD-12 requirements.
Hourly Compensation Rate: $65-$70/Hour
