Construction Manager (CMa)
AFG Group, Inc. seeks a qualified Construction Manager as Advisor (CMa) to provide full-spectrum construction management advisory services on a high-visibility federal project in Salt Lake City, UT. The selected individual will support GSA and the Department of State (DoS) in delivering a state-of-the-art Passport Office within an occupied federal building. The position requires proven expertise in managing complex tenant improvement (TI) and design-bid-build (DBB) federal projects with multiple stakeholders and phases.
This is a key role responsible for advising the government throughout pre-construction, construction, and closeout, ensuring quality, schedule, and budget adherence. This position requires extensive coordination with A/E firms, GSA regional staff, the General Contractor (GC), Commissioning Agent (CxP), and tenant agencies.
Key Responsibilities of On-Site Construction Manager as Advisor (CMa)
- Serve as GSA’s on-site construction management advisor throughout the full project lifecycle
- Lead construction oversight and quality assurance across all phases: requirements development, design, procurement, construction, commissioning, and closeout
- Support programming efforts, site investigations, and risk identification during pre-design
- Develop third-party cost estimates (TPEs) and recommend bid options and swing space strategies
- Collaborate with GSA Regional Design Reviewers to ensure design submissions meet quality and compliance standards
- Perform QA reviews of A/E submissions for constructability, spatial data alignment, and adherence to the Owner’s Project Requirements (OPR)
- Track A/E progress, manage schedule milestones, and coordinate Division 1 specification reviews
- Provide acquisition support, including technical evaluation of GC proposals, bid form development, and participation in pre-proposal conferences
- Oversee daily construction operations, contractor safety compliance, and field activities
- Monitor and document submittals, RFIs, field changes, progress schedules, and quality control procedures
- Facilitate and document progress meetings, site walks, and inspections
- Coordinate closely with the Commissioning Provider (CxP) to validate system performance and witness commissioning milestones
- Support system integration, training, and turnover documentation, including O&M manuals and asset records
- Manage punchlist resolution, project closeout, and warranty tracking
- Maintain accurate and timely documentation using GSA’s PMIS (Kahua)
- Interface with GSA, DoS, and displaced tenant agencies to ensure minimal operational disruption
- Ensure all contractor deliverables align with FAR, GSAM, and GSA’s construction and acquisition standards
- Advise GSA on change orders, claims, and contractor pay applications
- Promote collaboration across the A/E, GC, CxP, and GSA team to maintain project performance in scope, schedule, and budget
Minimum Qualifications
- Bachelor’s degree in Construction Management, Architecture, Engineering, or a related technical discipline
- 10+ years of experience in construction management, with at least 5 years supporting federal government projects
- Prior experience with GSA or Department of State projects is highly preferred
- Demonstrated ability to manage multi-phase, occupied space renovations
- Working knowledge of federal acquisition regulations (FAR), RFI/submittal workflows, schedule and cost management
- Proficiency in MS Office, Procore, Kahua (or similar PMIS), and reading contract drawings/specs
- OSHA 30 Certification (mandatory)
- CCM, PMP, PE, or RA licensure preferred
