In this role, you will lead the front-end development of complex government construction and modular building projects, supporting opportunities from qualification through contract award. You will collaborate closely with sales teams to shape proposals, manage estimating efforts, and coordinate subcontractor and design inputs to build competitive, compliant bids. Acting as a key bridge between technical, commercial, and operational stakeholders, you will ensure that each proposal aligns with client requirements, regulatory standards, and company risk thresholds. The position requires strong analytical thinking, leadership across multidisciplinary teams, and the ability to manage fast-moving bid environments. You will play a critical role in positioning solutions for success in federal and government procurement processes. This is a high-impact role where technical construction expertise meets strategic proposal leadership in a growth-oriented environment.
Accountabilities
- Lead end-to-end proposal development activities including scope definition, estimating, scheduling, preliminary design coordination, and bid strategy execution from qualification through contract award.
- Coordinate and guide internal teams, subcontractors, and stakeholders to ensure timely delivery of accurate, high-quality proposals aligned with client expectations and compliance requirements.
- Manage project tracking, reporting, and risk assessment throughout the proposal lifecycle, communicating status updates, dependencies, and mitigation strategies to leadership.
- Support and mentor sales teams through a “team selling” approach, strengthening bid positioning and ensuring alignment between technical solutions and client needs.
- Analyze government RFPs and bid requirements, ensuring adherence to federal construction standards and applicable codes while identifying risks and opportunities.
- Drive collaboration across disciplines to ensure solutions are feasible, competitive, and aligned with both operational capabilities and industry best practices.
Requirements
You bring strong experience in construction project management with a deep understanding of government contracting, bid processes, and early-phase project execution. You are comfortable navigating complex proposals and leading cross-functional teams in fast-paced, deadline-driven environments.
- 5–10+ years of experience in construction, project management, or construction-related proposal development.
- Experience managing government bids, RFP responses, and front-end development of federal or public sector construction projects.
- Strong knowledge of construction principles, project delivery methods, and relevant building codes including federal standards such as UFC and UFGS.
- Ability to read and interpret construction drawings, specifications, and technical documentation.
- Proficiency with project management tools such as MS Project, Excel, Word, and PowerPoint.
- Strong leadership, communication, negotiation, and stakeholder management skills.
- Ability to manage multiple complex projects simultaneously with strong organizational and prioritization capabilities.
- Bachelor’s degree in construction management, engineering, or related field preferred.
- Willingness to travel approximately 15–20% with overnight stays as required.
