This project will rehabilitate the 45-year-old El Portal wastewater treatment plant, the largest in the NPS, and the sole wastewater treatment service for the Yosemite Valley, El Portal, and adjacent communities, treating up to one million gallons per day. The existing facility features an undersized two-story arrangement with limited access points and failing systems. It is not feasible to modify the existing plant to accommodate required improvements to lab and office space, make room for more effective treatment process infrastructure, or provide adequate space for system operation and maintenance activities. Replacement components are difficult to procure or are no longer manufactured due to the age of the existing plant, resulting in the need to fully replace the electrical service, switchgear, motor control center, and distribution systems. This project scope also includes demolition of obsolete buildings and infrastructure.
This project will also rehabilitate the former El Portal administrative camp to be used as RV sites for construction workforce housing and a contractor staging area. NPS plans to rehabilitate or replace infrastructure and utility systems to support the RV sites. NPS will implement its best practices for RV-based campground design to arrange the RV sites to improve natural and cultural resource protection.

Daily Responsibilities:
This is an exciting opportunity to join an established company that works with Federal contractors and has positions open throughout the country. APSI has been supporting the mission of the National Park Services for over 10 years and currently we are seeking a Construction Manager to act as the owner's agent This is a Full-Time position from The primary service that will be required includes a construction manager to remain on-site during construction and observe and document the contractor's performance and conformance to the contract plans, specifications, building codes and safety standards. In addition to the on-site responsibilities, the DSC will require Cost Estimating, Project Management, Scheduling Assistance, Scope Documents, Proposal Analyses, Conducting Meetings and Communication with Contractors and Park Employees
Manage and coordinate inspection staff to ensure effective field operations
Oversee and document contractor schedule progress from project inception to closeout
Lead project job-site meetings and prepare detailed meeting minutes
Inspect contractor work for compliance with plans and specifications; provide daily field reports
Review and approve contractor monthly requisitions and invoices
Administer efficient change order management and implement cost control measures
Identify and report project issues, providing regular status updates
Perform additional duties as assigned to support project objectives
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
Minimum of 7-10 (7-10) years of construction experience as a Construction Manager, Construction Management Representative, or Owner�s Representative
Completed 30-hour OSHA construction safety training (Occupational Safety and Health Administration certified)
Proven ability to:
Prepare draft contract modifications and independent government cost estimates
Coordinate and track responses to Requests for Information (RFIs)
Process submittals and prepare comprehensive field observation reports
Conduct progress meetings and accurately document meeting minutes
Experience managing wastewater system projects of comparable size and complexity
Strong proficiency in computer applications, including Microsoft Office Suite, Adobe Acrobat, and project management software tools
Preferred Qualifications:
Bachelor of Science (BS) degree in Engineering, Architecture, or Construction Management
Experience serving as a Construction Management Representative (CMR) on National Parks projects
Familiarity with federal policies and procedures, including those specific to the National Park Service
