Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Marine Construction Manager is responsible for the safe, compliant, and integrated delivery of all marine shaft works for the AP1000 Poland Project. The role provides end‑to‑end leadership across design development, constructability, planning, procurement, and execution of underground works, ensuring alignment with nuclear quality standards, Polish regulatory requirements, and overall site execution logic.

 

The position acts as the single point of accountability for marine execution readiness, managing interfaces with tunnelling works, diaphragm walls, deep excavations, permanent plant and equipment, and Design & Build (D&B) contractors.

Major Responsibilities:

Engineering Oversight & Technical Assurance

  • Lead technical oversight of all marine engineering deliverables, ensuring they are fit‑for‑purpose, constructible, and aligned with execution constraints.
  • Review and challenge shaft design consultant outputs, including:
    • Design Basis Documents
    • Geotechnical and hydrographic investigations
    • Dredging methodologies and sediment management plans
    • Marine retaining structure designs
    • Temporary works, marine access, and installation methodologies
  • Evaluate constructability and execution risk associated with
    • Marine ground conditions and seabed variability
    • Tidal, wave, and weather constraints
    • Dewatering, groundwater interaction, and seepage control
    • Interface risk with, tunnels, and permanent plant

 

Project Execution Planning & Scheduling

  • Own, and maintain the Level marine schedule, integrated with overall site and unit‑level execution plans.
  • Define execution logic, critical path drivers, and access/hand‑over dependencies across:
    • Tunnelling and shaft connections
    • Client scope
  • Lead planning readiness for Design & Build delivery of underground works, ensuring engineering maturity, permitting, and procurement sequencing are aligned.
  • Identify schedule risks associated with ground conditions, Weather and marine access windows, Dredging productivity and disposal constraints and define mitigation strategies.

Other Major Responsibilities:

Contracting, Procurement & Commercial Support

  • Define and support contracting strategies for marine scope, including packaging, risk allocation, and interfaces with other civil contracts.
  • Lead preparation of EPC Scope Requirements (SR) for works, ensuring clarity on:
    • Technical scope and performance requirements
    • Quality, safety, and nuclear assurance obligations
    • Interface and responsibility boundaries
  • Support identification, pre‑qualification, and technical assessment of specialist subcontractors, including compliance with Polish local content requirements.
  • Provide technical input to contractor audits, bid evaluations, and clarification processes.
  • Oversee procurement of specialist marine equipment, temporary works systems, and materials, ensuring logistics, customs, and quality requirements are addressed.

 

Regulatory, Permitting & Environmental Support

  • Support integration of Polish regulatory and permitting requirements related to marine works.
  • Provide technical input to Environmental Impact Assessment (EIA) documentation and permit submissions related to marine construction.
  • Ensure shaft methodologies and monitoring regimes are aligned with regulatory commitments and approval conditions.

 

Construction Execution & Interface Management

  • Provide technical and execution leadership during the construction phase.
  • Manage interfaces with:
    • Tunnelling works
    • Permanent Plant & Machinery (PPM) and Plant Manager
    • Design & Build contractor engineering and construction teams
  • Establish and oversee quality systems, including nuclear quality documentation, inspection regimes.
  • Lead coordination with the Monitoring Manager on settlement, instrumentation, and trigger action response plans.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17+ years of relevant work experience

Required Knowledge and Skills:

  • Craft professional and professional staff supervision experience with a strong civil background.
  • Subcontractor management experience supervising oversight of subcontractors  
  • Experience in Construction Project Planning and Scheduling.
  • Knowledge of Construction Quality Assurance. Knowledge of a single or multi discipline construction or engineering operation.
  • Knowledge of supervisory functions relating to field activities.
  • Demonstrated leadership in a team-based environment.
  • Familiarity with current nuclear and industry quality standards.
  • Computer literate in word processing, spreadsheet, and technical database applications.
  • Experience with Bechtel Standard Work Process Procedures and Environmental, Health and Safety Core Processes. 
  • Experience and Knowledge of Quantity Unit Rate Report.
