Summary


Pre Construction Manager is the Process owner for the contract securement process of the Vertical business line and will lead the estimating team to evaluate bid requests, determine which projects to bid, conduct bid review meetings (as required), and directly lead the estimating functions and manage the estimating team personnel of the Vertical Business line. Pre-Construction Manager will also assist in determining what projects will be added to the bidding jobs calendar and maintaining the bid calendar for the Vertical business line.

Job Description:
Pre Construction Manager will assist the Business Development lead with maintaining current client relations and generating new client relationships.

Pre Construction Manager will assist senior management with the review of current policies and procedures as requested and help determine ways to improve production and/or reduce costs of construction. 

Pre Construction Manager will be responsible for all aspects of the estimating process including Bid Reviews, Bid/No Bid Criteria, Project Estimating processes, managing suppliers/subcontractors through the process, customer communications, and updating of all associated cost models associated with estimating. This is a highly collaborative role with the Operations Director of the Vertical Business line.  

  • For Vertical Business Line Estimating Role:  
    1. Maintain existing client relationships by regularly interacting with current clients. Visit clients on an as-needed basis, attend industry functions when available, build rapport with clients and help establish us as a trade partner not just another vendor providing a proposal.
    2. Strive to establish new client relationships.
    3. Serve as Process Owner for all aspects of Estimating processes for Vertical business line, working in collaboration with Operations Director of the Vertical business line, PM staff, and other stakeholders in Estimating processes.
    4. Manage estimating staff - Conduct hiring & onboarding as needed, ensure employees are trained, developed, and proficient in use of estimating tools and software.  Provide regular employee communications, performance reviews (minimum annual) and other manager responsibilities of direct employees.
    5. Prepare and update Bid Review criteria & Bid / No bid criteria (minimum annual update).  
    6. Review bid invites, communicate with senior management and determine which jobs will be bid.  Make Bid decisions using criteria, consult with Sr. Mgmt. as needed for critical bids.   
    7. Ensure that bid calendar is kept up to date with the estimating team.   Support management level Bid Calendar review meetings. 
    8. Review bids with estimators prior to bids being sent out, to ensure estimate is complete and there are no scope gaps.
    • Support Risk assessments during bid process, and/or risk assessments conducted during project planning phase, to ensure projects are well positioned to manage identified & unknown potential risks.
    • Ensure bid proposal is complete and all required scope clarifications are included and clearly stated.
    • Participate in Project Handoff to PM as required depending on size and scope of projects. 
    • Monitor progress of bids & track bid hit rate. Conduct Win/Loss analysis and use customer feedback to update policies or cost models as appropriate.
    • Participate in ongoing and post-Project reviews and lessons Learned meetings to understand issues, competitive position, positive & negative lessons learned, or other info that can be used to make Carter Electric more competitive or profitable.  Use info to update cost models or other bid assumptions and estimates as appropriate. 
    • Review internal policies and procedures with senior management and assist in reducing costs.
 



 
 

  • Collaborate with other Operations leads for estimating processes for Service, Special Projects, Tampa, MV/DOT/Civil, ensuring good practices are shared and estimating processes are standardized to maximum practical extent across the company.
  • Serve as member of senior management team staff.
  • Assist senior management to ensure positive cash flow is included in Project Estimating schedule.
  • Work with all other office staff to promote an interdependent work environment, be a key part of the team and team leader.
  • Maintain a close relationship with the project management and field supervision staff to ensure that the proper flow of information from the Estimating process is provided to complete the project on schedule, ahead of budget and to the satisfaction of the customer.  
  • Works closely with the Safety Department to ensure the highest level of safety and quality are included in project estimates.

Details:

Qualified candidates would have the following:

 Education: High School Diploma at a minimum
           Experience:       
  • Electrical field jobsite experience 5 years preferred
  • Electrical Estimating 5 years minimum (required)
  • Experience with bidding/estimating software (B2W or Accubid preferred), Bluebeam, Microsoft Suite
