Pre-Construction Manager & Estimating Manager | Commercial Construction

Daniel Yelkovan from ri-kroot has been engaged to recruit a Pre-Construction Manager & Estimating Manager for a well-established Tier 2 electrical contractor. This is a temp-to-perm opportunity, offering $89 p/h –$102 p/h (negotiable based on experience), equivalent to a full-time salary of approximately $140,000–$160,000 base.
  
You will support the front-end development of projects, helping shape opportunities from initial concept through to contract award. This role is integral to setting projects up for success by delivering accurate cost estimates, detailed cost planning, well-developed proposals, and clear execution strategies prior to handover to the delivery teams.
  
Key Responsibilities:

• Support all preconstruction activities across projects, from early-stage concept development and feasibility assessment through to contract award.
• Prepare comprehensive cost estimates and budgets for electrical and operational scopes, including labour, materials, logistics, and installation requirements.
• Develop and coordinate client proposals and tender submissions, ensuring technical accuracy, commercial competitiveness, and compliance with client specifications and site conditions.
• Liaise with suppliers, subcontractors, and OEMs during pre-award phases to obtain pricing, confirm lead times, and evaluate technical capability.
• Contribute to the ongoing improvement of estimating systems, preconstruction processes, and standardised templates.

Requirements:

• Electrical trade qualification with proven experience in a preconstruction, estimating, or commercial role within commercial construction environments on projects valued between $500K and $5M.
• Thorough understanding with AS3000, AS3012, NCC 2022 and Energex processes
• Demonstrated experience supporting contractor-led projects through tendering and pre-award phases, including scope development, pricing, and proposal coordination.
• Strong understanding of the full project lifecycle, including engineering, procurement, installation, commissioning, and handover, with the ability to support project development without necessarily leading delivery execution.
