Preconstruction Manager
Location: Hamilton, VA (travel to regional jobsites as needed)
Job Type: Full-Time


SEG, Inc. is a design-build general contractor specializing in commercial, institutional, and government construction projects. We are seeking a Preconstruction Manager to lead preconstruction efforts from project pursuit through turnover to operations, ensuring projects are well-planned, competitively priced, and positioned for successful execution.

Responsibilities
  • Lead the preconstruction phase including estimating, budgeting, subcontractor buyout, and procurement planning
  • Analyze drawings, specifications, and project requirements to develop accurate cost estimates and budgets
  • Coordinate with owners, architects, engineers, and internal teams to define scope and align project expectations
  • Evaluate projects for constructability and identify value engineering opportunities
  • Solicit, review, and level subcontractor bids to ensure complete scope coverage and competitive pricing
  • Lead subcontractor negotiations and manage the buyout process
  • Develop and implement procurement strategies for materials, equipment, and services
  • Monitor market conditions, pricing trends, and supply chain risks to inform project decisions
  • Partner with project managers and superintendents to ensure a smooth transition from preconstruction to construction
  • Support project planning including scheduling, logistics, and risk identification
  • Maintain estimating data, cost history, and documentation for future projects
  • Support estimating efforts, subcontractor outreach, and proposal strategy
  • Mentor and support junior preconstruction or estimating staff
  • Ensure compliance with contract requirements, company standards, and project specifications
Qualifications
  • Bachelor’s degree in Construction Management, Engineering, or related field
  • 5–10+ years of experience in preconstruction, estimating, or related roles with a general contractor
  • Strong knowledge of construction means and methods, particularly in commercial and institutional work
  • Proven experience with estimating, subcontractor management, and contract negotiation
  • Proficiency with estimating software, Primavera P6 or MS Project, Excel, Bluebeam, and other construction tools
  • Experience supporting design-build projects preferred
  • Government contracting experience preferred
  • Strong analytical, communication, and organizational skills
