Preconstruction Manager
Type: 1099 contract, part-time hourly, remote
Pay:  $40-$50/hour
Hours: 15-25 hrs./week


Position Overview: The mission of the Preconstruction Manager is to provide comprehensive oversight and management of all preconstruction related activities including strategic business development and marketing.  The Preconstruction Manager is the main point of contact for the client from inception of the opportunity through delivery of the qualified bid package.

Essential Functions and Responsibilities
  • Department leader of all related activities with the ability to recognize staffing needs
  • Able to develop and refine processes for the project team and to monitor adherence
  • Friendly, professional, and teamwork oriented
  • Detailed and accurate in all aspects of the position
  • Ability to conduct productive meetings; can lead staff and trade partner meetings/calls

Preconstruction Responsibilities
  • Train, manage and develop preconstruction team members, systems, and processes
  • Promote a team environment that facilitates creativity, innovation, continuous improvement and value engineering
  • Able to work multiple projects simultaneously
  • Attend pre-bid and walk-thru meetings as required
  • Maintain working relationship and clear communication with owner’s representative for each assigned project
  • Manage bid proposal process, documentation, and submission complete with qualifications
    • Develop scopes of work for trade partners and vendors based on contractual documents
      • Review, qualify, and enter bids into estimate workbook to ensure proper coverage of scopes
    • Develop project qualifications via clarifications, exclusions, allowances, alternates, etc.
    • Monitor ASI and RFI responses during the course of the bidding exercise; to be documented with the qualifications
    • Develop conceptual schedules as part of determining project costs and time related durations
  • Maintain and develop trade partner/vendor data base for bidding projects
    • Solicit new trade partners and vendors to bid on proposed projects via Google, cold calls, references, etc.
  • Ability to do conceptual estimates from concept plans and informal narratives
  • Perform quantity take-offs and develop labor and material costs using historical data as well as current pricing derived from active solicitation
    • Provide accurate construction takeoff and cost estimates for material and labor costs
  • Negotiate, draft, and execute owner contracts with implementation of proposed qualifications
  • Manage the transition and relay pertinent data/information from successful bid, via Operations Handoff, to Operations team, including contract overview, schedule, buyout, project scope of work, critical components, etc.
  • Understand and assist with scheduling the completion of job site preliminary requirements: utilities, permitting, etc.
  • Create, negotiate, and process trade partner Statement’s of Work & Purchase Orders for long lead time/critical scopes
  • Verify vendor compliance with company insurance and payment policies 
    • Request and file all required compliance documentation; certificates of insurance, W-9, business license, etc. 
  • Debrief and communicate with the Operations/Accounting team during monthly job cost reports and at the conclusion of the project (historical data)
  • Create, track, and maintain tasks and document filing
    • Document and distribute meeting minutes
    • Electronic filing and data entry of various proposals

Business Development/Marketing Responsibilities
  • Actively procure and develop further business relationships with new and current client base with close communication with business development, sales, and marketing team members
  • Actively research and monitor the public forums for potential projects
    • Routinely check-in with respective contacts for potential deals/opportunities
  • Understand and monitor/collaborate in the CRM software
  • Work/collaborate with Marketing following project award for social media post

Required Qualifications & Skills:
  • Be transparent about your availability and follow the Company’s procedure when you intend to be away from work
  • Maintain strong communication by conducting regular check-ins with your manager and co-workers
  • Maintain reliable internet, phone, and networking capabilities with appropriate speed to supply the bandwidth needed to perform the job efficiently
  • Ensure your webcam and audio are always properly working and on during virtual meetings (mute audio when you are not speaking)
  • Set up a dedicated workspace that is quiet, free of distractions, and kept in a clean, professional,  and safe condition free from hazards.
