Job Description Summary

This multitasking position is responsible for various research activities, including gathering information for use in developing projection of transportation needs, usages and impacts, analyzing needs for services, answering citizen questions concerning traffic signing, interpreting traffic studies, preparing graphic presentations and comprehensive reports on traffic characteristics related to planning or engineering, preparing narrative and visual reports and making recommendations on research findings, updating the functional classification map, and preparing materials for and aiding in the administration of various boards and commissions. This position will be heavily involved in long range transportation planning and project implementation. Supervisory responsibilities as assigned.

Job Description

Administration - 60%

  • Assist in development of a county-wide comprehensive transportation plan with Public Works staff and other Weld County departments, municipalities within Weld County, CDOT, the North Front Range MPO, Denver Regional Council of Governments (DRCOG) MPO, Upper Front Range TPR, and adjacent counties.
  • Assist in the development of a variety of transportation planning documents, such as Weld County’s Master Transportation Plan, Regional Transportation Plans, Corridor Optimization Plans, traffic studies and Access Management Plans.
  • Review and evaluate municipal projects in Weld County and provide referral comments.
  • Knowledge of county or municipal zoning, subdivision, and comprehensive planning methods, principles, and practices. Some knowledge of graphic and illustrative presentation principles.
  • Present information regarding Weld County Public Works’ research, analysis and activities to the public and to technical staff with other organizations.
  • Represent Weld County Public Works at meetings and provide information about transportation projects and facilitate to the community, officials, and other government agencies as necessary.
  • Respond to request for information from the public regarding traffic complaints and requested changes to roadway characteristics.
  • Respond to requests for information from staff, elected officials, and the public regarding various transportation and traffic study related subjects.
  • Assist staff in updating the roadway network that is submitted to CDOT for Highway Users Tax Fund (HUTF) on a yearly basis. Compile the annual Public Works GASB/CAFR reports and submit them to the County Accounting Department.
  • Assist Public Works Department staff in updating Weld County Code as needed.


Project Management - 20%

  • Serve as project manager on a variety of transportation planning projects.
  • Review and evaluate development review land use cases in order to make transportation recommendations on behalf of the Public Works Department.
  • Perform population, land use, employment, economic base, transportation and other specialized studies of the County and adjacent areas related to transportation planning.


Other Duties as Assigned - 20%

  • Responsible for public involvement, meeting federal and state requirements, on various plans and documents.
  • Perform technical and analytical work as it pertains to transportation planning.
  • Development and oversight of planning and engineering documents, such as the Transportation Plan, Capital Improvement Plan and Access Plan Plans.
  • Review project plans and the development review process.
  • Development and evaluation of bids, proposals, and contract documents.
  • Process land use applications.
  • Coordinate work of technical and professional staff with varying levels of proficiency.
  • Provide general oversight of projects using experience and follow through on completing projects in a timely manner.
  • Perform review and final acceptance of development cases as they relate to Public Works facilities. Authorize Public Works improvements for new developments.
  • Establish teamwork concepts in accomplishing goals.
  • Accomplish tasks with little to no supervision.

Required Qualifications

Required Education

  • Bachelor's Degree in Planning, Public Administration, Civil Engineering, or related field and 4 years of relevant work experience.

Experience Qualifications

  • 8 years equivalent combination of education and experience.

Preferred Experience

  • Local government experience.

Skills and Abilities

  • Exhibit excellent written, oral communication, and organizational skills.
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.
  • Must have exceptional ability in writing reports, business correspondence, and procedure manuals.
  • Must present information to management, public groups, and/or boards.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written and oral form.

Licenses and Certifications

  • DL NUMBER - Driver License, Valid and in State Upon Hire Required
  • Candidate must pass a substance use screening prior to employment start date. Required
  • Certified Planner-AICP Upon Hire Preferred

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee is frequently exposed to fumes or airborne particles and vibration.
