DescriptionAt WSP, this role will be responsible for site-based supervision, coordination and follow-up of EPC construction works for a Combined Cycle Gas Turbine (CCGT) / Cogeneration plant project. The Site Construction Manager will act as a key interface between the Client, EPC Contractor, WSP project team and discipline specialists to ensure that construction activities are executed safely, in accordance with the EPC Contract, approved drawings, specifications, quality requirements and project schedule. The role will drive EPC performance, monitor site progress, coordinate issue resolution, follow up on pending actions, support construction readiness and ensure timely escalation of risks, delays and non-compliances
Responsibilities
- Lead site construction supervision and coordination for EPC works, ensuring that construction activities are executed in accordance with approved drawings, specifications, EPC Contract requirements, project procedures and applicable codes and standards.
- Act as the day-to-day site interface with the Client, EPC Contractor and WSP project team for construction-related matters, including progress, priorities, constraints, site issues and action closure.
- Drive EPC Contractor performance by monitoring daily site activities, manpower, equipment deployment, material availability, work fronts and adherence to the approved construction schedule.
- Coordinate with the Client and EPC Contractor to ensure that the WSP scope of works is completed smoothly, with timely technical inputs, site responses, inspections, reporting and issue escalation.
- Monitor construction interfaces between civil, mechanical, electrical, I&C, commissioning and HSE teams, and drive closure of interface issues that may affect schedule, quality or safety.
- Review construction method statements, ITPs, work permits, risk assessments, lifting plans, temporary works and construction procedures, and coordinate comments with relevant discipline specialists.
- Participate in site progress meetings, construction coordination meetings, Client meetings, EPC meetings and project review meetings, and ensure that key actions are recorded, assigned and followed up to closure.
- Prepare and circulate minutes of meetings, action trackers, site observation reports and construction follow-up notes for meetings and site inspections attended.
- Coordinate with discipline engineers for resolution of RFIs/TQs, design clarifications, field changes, site instructions, inspection comments and technical constraints raised during construction.
- Support construction planning, sequencing and readiness reviews, including review of look-ahead schedules, critical path activities, work front availability and construction constraints.
- Monitor site quality and HSE compliance in coordination with dedicated QA/QC and HSE teams, and ensure that construction observations, NCRs, punch items and corrective actions are properly tracked and closed.
- Coordinate site communications with the Client and EPC Contractor, and support timely escalation of risks, delays, manpower shortfalls, material constraints and unresolved technical or contractual matters.
- Support mechanical completion, pre-commissioning, commissioning readiness, punch list closure and handover activities by ensuring construction completion status is properly verified and documented.
- Maintain construction action logs, issue registers, RFI/TQ trackers, site instruction logs, NCR/punch list trackers and other follow-up tools required to drive timely closure.
- Provide inputs to construction progress reports, including physical progress, critical activities, constraints, delay events, recovery measures, manpower trends and key decisions required.
- Support review of EPC Contractor invoices, progress claims and milestone submissions by confirming construction progress, site records and supporting evidence as required.
- Ensure construction documentation and handover records are complete, traceable and aligned with project requirements, including redlines, as-built inputs, completion dossiers and final closeout records.
Qualifications
- Must have minimum Bachelor’s degree in Mechanical, Electrical Engineering discipline from an internationally recognized University. Minimum 15 years’ relevant experience, including substantial site construction management experience on CCGT, cogeneration, thermal power or large industrial EPC projects, with at least 5 years in a Construction Manager/Site Construction Manager or equivalent leadership role.
- Professional registration/certification is preferred. Strong capability in site reporting, construction documentation, progress tracking, action management, MS Office, document control systems and relevant project controls tools is required.
- Experience in construction supervision of CCGT/cogeneration projects involving GT, ST, HRSG, generators, BOP systems, substations, cooling systems and major civil/structural works.
- Experience supporting mechanical completion, pre-commissioning, commissioning readiness, punch list closeout and handover dossier preparation.
- Prior experience in KSA or GCC power project sites and familiarity with regional Client, EPC Contractor and permitting requirements is an advantage.
