Summary

The Senior Construction Manager – Thermal is responsible for providing desktop and onsite construction monitoring support for E3’s projects located in and around South Carolina.  Provide comprehensive construction monitoring and client advisory oversight throughout project execution, including participation in monthly progress meetings and periodic site visits to verify permitting, engineering, procurement, construction, interconnection, and testing activities against the schedule and milestone requirements.  Review contractor work plans, resource utilization, quality control procedures, field reports, commissioning and start-up plans, O&M staffing and program development, and overall construction quality to ensure compliance with contractual and financing obligations.  Monitor project costs and budget variances, evaluate, and approve change orders and verify progress against milestones, and prepare required Independent Engineer progress reports and certifications required by clients.  Additionally, review performance test procedures, witness testing activities, validate data collection and calculation methodologies, and confirm that contractual performance guarantees and industry standards are satisfied prior to commercial operation.

Primary Duties

  • Participate in monthly project progress meetings to evaluate permitting, engineering, procurement, construction, interconnection, commissioning, and testing activities.
  • Conduct periodic site visits (typically monthly or quarterly) to verify construction progress, assess quality of work, and confirm alignment with contractual milestone schedules and payment requirements.
  • Review and assess contractors’ work plans, scheduling and progress tracking systems, resource allocation, and construction methodologies to confirm compliance with design, contractual, and completion obligations.
  • Evaluate quality control programs, field inspection reports, and construction documentation; consult with owners and contractors prior to major inspections, critical testing, and significant construction milestones.
  • Review contractor start-up and commissioning plans and monitor execution to ensure readiness for commercial operation.
  • Monitor recruitment, staffing, and training of Operations & Maintenance (O&M) personnel and periodically review O&M programs, manuals, and procedures to ensure operational readiness in accordance with project schedules.
  • Monitor project costs relative to approved budgets and identify, analyze, and report material variances.
  • Review, evaluate, and approve proposed change orders in accordance with financing and contractual requirements; track the status of pending and approved changes.
  • Verify completion of work associated with progress milestones and issue required progress reports and certifications.
  • Respond to questions from clients and regulatory agencies regarding the status of project construction, budget, and schedule.
  • Issue required certifications confirming mechanical completion, readiness for start-up, and authorization to commence performance testing in compliance with loan documentation.
  • Perform independent technical review of detailed performance test procedures to ensure alignment with contractual guarantees and industry standards, including thermal performance, capacity, reliability, emissions compliance, and black-start capability, where applicable.
  • Witness and oversee performance testing activities, including instrumentation verification, data collection processes, operational protocols, and overall test execution.
  • Review final performance test reports to confirm accuracy of data reduction methodologies, calculations, and compliance with contractual performance requirements.

Working Relationships

Reports directly to the Managing Director - Thermal.  Serve as a project manager / construction manager and provide support to others on the E3 team.

Education and Experience:

  • Education: Bachelor’s degree in construction management or engineering from an accredited college or university recognized by the United States Department of Education or equivalent.
  • Years of Experience:
    • 15 years of relevant experience.
    • Experience preparing and/or reviewing project schedules and previous experience loading and/or updating project schedules using Primavera, MS Project or similar.
    • Experience preparing estimates of portions of or entire projects for comparison to bids.
  • Preferred Experience:
    • Experience as a consultant.
    • Prior Team leadership experience.
  • Licenses/Certification:
    • Valid driver’s license
    • CMP (preferred)
  • Software/Equipment Knowledge: Microsoft Office 365
  • Other Considerations:
    • Strong communication skills both verbally and in writing
    • Strong presentation skills
    • Able to work independently as well as part of a team.

Physical Requirements and Working Conditions

Because the position requires both in office and on-site work, the physical requirements include the ability to sit for long periods of time, ability to communicate verbally, and in writing, and ability to handle long periods of screen time.  In addition, travel may be required to meet client or project requirements. Work is performed on industrial sites when traveling, requiring protective clothing and equipment.

This is a full-time position that requires 40 working hours a week.  We offer a flexible hybrid work schedule, including allowing for working remotely or in the office.

Extended hours will likely be required from time-to-time during business travel or to accommodate Clients’ project schedules.
