Project Description
A large-scale solar PV project in Northern Germany is currently in its final construction and commissioning phase. The site is almost finalized, with commissioning activities, punch list works and other minor items still outstanding.
The PV park consists of a 17 MWp ground-mounted solar installation on a landfill site, including a fixed substructure and a high-voltage grid connection within an existing substation infrastructure.
The aim of the project is the successful technical completion, comprehensive documentation and final handover of the PV park and the associated substation infrastructure.
Task Description
The scope of services includes the following tasks, which are performed independently by the external contractor based on their own knowledge and experience:

Provision of technical consultation and recommendations for interface alignment of construction activities executed by external subcontractors on-site regarding technical milestones and project schedules, without exercising operational or disciplinary leadership over client staff or third parties.

Technical tracking and reporting of construction progress, material availability and project schedules during the project execution phase, including the preparation of a recommendation paper to identify potential delays and potential resource bottlenecks for upcoming project milestones and handover to project management for decision-making.

Consolidation and technical analysis of project deliverables from external stakeholders, including the independent assessment of project execution regarding its alignment with technical plans and defined project requirements.

Participation in weekly progress meetings to present technical status updates on own deliverables, as well as the technical review of the weekly progress reports submitted by the Engineering, Procurement, and Construction (EPC) contractor.

Technical inspection of site safety practices and technical documentation of identified unsafe conditions for site management to facilitate regulatory compliance, without assuming the legal or operational HSE responsibility.

Execution and documentation of independent quality inspections and creation of the corresponding technical documentation, including photographic evidence, inspection reports and quality records.

Technical identification, documentation and evaluation of technical deviations, and formulation of resolution proposals for Non-Conformance Reports (NCRs).

Creation of technical construction schedules during the development phase and conceptualization of project-specific technical improvements explicitly limited to the defined project deliverables.

Preparation of weekly project status reports regarding construction milestones, detailing the technical progress, achieved milestones and identified technical risks, and handover to the Project Manager as the single point of contact.

Creation of a final report covering all deliverables mentioned above and handover to the project management for review and further use.
Skills & Experience

Several years of experience as a Technical Construction Manager, Site Manager, Construction Manager or Site Engineer

Extensive experience in utility-scale photovoltaic (PV) projects

Experience with ground-mounted solar PV installations

Experience in the technical coordination of EPC contractors and subcontractors

Experience in construction progress monitoring and milestone tracking

Experience in construction scheduling and project timeline management

Experience in identifying delays, resource bottlenecks and technical risks

Experience in commissioning and punch list management

Experience in quality inspections and QA/QC activities

Experience in the preparation of inspection reports, quality records and photographic documentation

Experience with Non-Conformance Reports (NCRs) and technical deviations

Experience with high-voltage (HV) infrastructure and grid connection projects

Experience with substations and electrical infrastructure

Good understanding of the electrical integration and grid connection of PV plants

Experience in technical construction supervision and interface coordination

Strong skills in technical reporting and project documentation

Ability to independently analyse technical project deliverables and construction documentation

Experience in reviewing EPC contractor progress reports

Good understanding of site safety practices and regulatory requirements

Ability to work independently as an external technical consultant

Strong communication and coordination skills

Very good English skills; German skills are an advantage

Experience with MS Office, particularly Excel, and project scheduling tools such as MS Project or Primavera P6 is an advantage

The client provides the contractor in advance with all information and documents required for the provision of the services.

For the duration of the project, system access will be granted based on the principle of minimality, strictly limited to those systems necessary for the autonomous provision of services.

This does not entail any further integration into the client's operational processes or organizational structures.
