The Transportation Planner I supports a range of projects and initiatives within the Long-Range Planning Department. This position conducts transportation planning and analysis at the regional, corridor, and project levels. This role also assists in the development, administration, and writing of grants for the agency.

DUTIES & RESPONSIBILITIES:

Competency

  • Conducts policy and data analysis; researches emerging transportation and land use trends; and authors reports, memoranda, grant applications, and white papers.
  • Manages small- to medium-sized projects with support from senior team members, including project scoping, requests for proposals (RFPs), consultant contract oversight, budget management, and compliance with federal, state, and local regulations; assists with larger, more complex projects as needed.
  • Researches and identifies funding opportunities to secure additional revenue for RTD and its partners; collaborates with internal and external stakeholders on the development and administration of grants.
  • Coordinates with internal departments and public entities on operational and capital needs, transportation planning processes, and project delivery.
  • Participates in local and regional plans and projects related to multimodal transit-oriented development and long-term planning.
  • Creates maps, graphics, and other visual elements for reports, presentations, and policy documents.
  • Represents the department in multi-disciplinary long-range planning efforts within RTD.

QUALIFICATIONS:

Required Qualification:

  • A Bachelor’s degree in Urban Planning, Political Science, Public Administration, Geography, Communications, or a related field.
  • A minimum of two (2) years of experience, which may include coursework, internships, or professional work, in multimodal transportation studies, conducting technical transportation analyses, grant writing and administration, transit-oriented development projects, and/or writing planning reports.

Preferred Qualifications:

  • A Master’s degree in Urban and Regional Planning, Public Administration, or related field.
  • Proficiency in Adobe Photoshop, InDesign, Illustrator, and/or ArcGIS preferred.
  • Experience with data visualization or reporting tools (e.g., Power BI).
  • Familiarity with public-sector planning processes, particularly within a metropolitan or regional context.

An equivalent combination of education, experience, knowledge, skills, and abilities.

Key Competencies & Characteristics:

  • Knowledge of grant-style writing and familiarity with grant opportunities at the regional, state and federal levels.
  • Understanding of metropolitan transportation planning process and principles.
  • Knowledge of transportation planning/environmental analysis data and applicable regulatory processes.
  • General knowledge of Request for Proposal (RFP) processes and principles.
  • Ability to prepare clear, well-structured reports that effectively communicate information to both technical and non-technical audiences.
  • Strong verbal communication skills, including the ability to present information clearly and respond to questions.
  • Ability to exercise sound judgement in identifying issues, evaluating options, and supporting recommendations.
  • Strong time and workload management skills, including planning, organizing, and prioritizing assignments with attention to detail.
  • Proficiency with Microsoft Office Suite and familiarity with graphics or publication software.
