General Information

Work Location: 9000 Town Center Pkwy Lakewood Ranch, FL 34202 (starting November 2025)
Works Hours: 8:00am to 5:00pm Monday to Friday flexible hours between 7:00am and 6:00pm

Expected Starting Annual Range: $65,118.41 - $84,653.94

Apply transportation planning principles in the analysis, review, and reporting of land use impacts on multimodal transportation needs. This classification performs duties related to project reviews and site impact analysis for proposed developments. The candidate skillfully reads, interprets, and explains studies, plans, diagrams, graphs, and maps. Efficiently and timely handles multiple, concurrent projects. Performs other related work (including weather or other extreme emergency duties) as required. Communicates clearly, effectively, and tactfully, orally and in writing; establishes and maintains effective working relationships with others.

Note: Position level and salary will be dependent on qualifications (DOQ)

Working Conditions
Typical indoor office environment. Periodic outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on a computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to drive County vehicles as part of the duties of the job. Occasionally required to work other than normal business hours.

Job Description

Determines compliance with the County’s transportation policies and regulations.

Apply transportation planning principles in the analysis, review, and reporting of land use impacts on multi modal transportation needs.

Summarizes transportation analysis software output (FSUTMS model output) using mapping tools, reports, and tables.

Prepares and reviews input data for transportation analysis software and traffic operational analysis, including editing of transportation networks, land use data, and intersection geometry.

Collects and organizes data on the functional, structural, and usage features of multi-modal transportation infrastructure, including such data as number of lanes, speeds, volumes by mode, travel statistics by mode, truck percentages, and peak hour factors.

Assists and conducts the review of transportation studies, including application of travel demand models, analysis and review results, interpretation and reporting of results, and development of conclusions and recommendations towards the determination of transportation impacts, mitigation strategies and proportionate shares.

Review access points and intersection for safety and operational aspects.

Coordinate access management issues with internal and external stakeholders.

Identifies and prioritize multi-modal transportation needs, including operational and safety needs associated with specific projects and the adequate facilities needs associated with planning transportation networks.

Compares analysis results with results of other related analyses and historical data.

Communicates clearly, effectively, and tactfully, orally and in writing; establishes and maintains effective working relationships with others. Skillfully reads, interprets, and explains studies, plans, diagrams, graphs, and maps.

Efficiently and timely handles multiple, concurrent projects.

Area of Assignment - Development Services Transportation Planner I:

Assists in conducting and reviewing transportation studies, including application of travel demand models, analysis and review results, interpretation and reporting of results. Collects and organizes data on the functional, structural, and usage features of multi-modal transportation infrastructure, including such data as number of lanes, speeds, volumes by mode, travel statistics by mode, truck percentages, and peak hour factors.

Area of Assignment - Development Services Transportation Planner II:

Applies and documenting of transportation demand modeling methods. Prepares and reviews input data for transportation analysis software and traffic operational analysis, including editing of transportation networks, land use data, and intersection geometry. Conducts the review of transportation studies, including application of travel demand models, analysis and review results, interpretation and reporting of results, and development of conclusions and recommendations towards the determination of transportation impacts and mitigation strategies. Identifies and prioritize multi-modal transportation needs, including operational and safety needs associated with specific projects and the adequate facilities needs associated with planning transportation networks.

Area of Assignment - Development Services Transportation Planner III:

Prepares and reviews input data for transportation analysis software and traffic operational analysis, including editing of transportation networks, land use data, and intersection geometry. Summarizes transportation analysis software output (FSUTMS model output) using mapping tools, reports, and tables. Conducts the review of transportation studies, including application of travel demand models, analysis and review results, interpretation and reporting of results, and development of conclusions and recommendations towards the determination of transportation impacts, mitigation strategies and proportionate shares. Identifies and prioritize multi-modal transportation needs, including operational and safety needs associated with specific projects and the adequate facilities needs associated with planning transportation networks. Compares analysis results with results of other related analyses and historical (socioeconomic, traffic and crash/safety) data. Organizes the necessary data for the transportation component of the performance-based planning and programming system.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

Transportation Planner I:

Bachelor’s degree in civil, Traffic or Transportation engineering, Computer Science, Urban and Regional Planning or related field.

Prior related experience related to transportation planning, travel demand modeling and/or land use planning (site impact analysis), and traffic engineering.

Transportation Planner II:

Bachelor’s degree in civil, Traffic or Transportation engineering, Computer Science, Urban and Regional Planning or related field.

Minimum of two (2) years’ professional experience related to transportation planning, scenario analysis, travel demand modeling and/or land use planning (site impact analysis), and traffic engineering.

AutoCAD, Synchro, Sidra, travel demand modeling (Cube, TransCAD, or Vissim) and HCS experience desired.

Professional Engineering, AICP, or PTP license/certification desired.

Transportation Planner III:

Bachelor’s degree in civil, Traffic or Transportation engineering, Computer Science, Urban and Regional Planning or related field.

Minimum of four (4) year professional experience related to transportation planning, scenario analysis, simulation techniques with Vissim, Simtraffic or Modeler, travel demand modeling (Cube, TransCAD, or Vissum and/or land use planning (site impact analysis), traffic engineering, data analysis and visualization techniques.

A master’s degree in a relevant field can be considered with two (2) years professional experience.

Professional Engineering, AICP, or PTP license/certification desired.

Prior supervisory experience desired.

All levels:

Valid driver license required, with valid Florida driver license required within 30 days of hire.

Good verbal and written communication skills and interpersonal skills in order to interact professionally and effectively with staff, contractors, engineers, the general public, and other stakeholders. Able to explain facts, policies, and practices.

Capable of working independently with general supervision.

Knowledge of the principles, practices, and objectives of transportation planning, traffic impact analysis, and travel demand modeling.

Must be able to understand and prepare input data for simulation models, analyze model output, and clearly communicate results with technical audiences.

Knowledge of general principles used in identifying and prioritizing multi-modal transportation needs, including operational and safety needs associated with specific projects and the adequate facilities associated with planning transportation networks.

Familiarity with transportation requirements as implemented through the Florida Community Planning Act is desired.

Skilled in computer operations, including transportation systems and pertinent software applications, i.e, ArcGIS, Microsoft Office, database design, and statistical analysis software.

Knowledge of socioeconomic factors involved in transportation and regional planning.

Knowledge of statistical techniques and research methods used in transportation planning and traffic engineering.

Knowledge of data collection techniques and field surveys, methods of data analysis, and the presentation of data and text in the preparation of reports.

Ability to sit for long periods of time and maintain concentration.

Transportation Planner I and II
Good knowledge and full understanding of transportation planning principles in the analysis, review, and reporting of land use impacts on multimodal transportation needs, related to project reviews and site impact analysis for proposed developments.

Transportation Planner III
Excellent knowledge and total understanding of transportation planning principles in the analysis, review, and reporting of land use impacts on multimodal transportation needs. Clear application of travel demand models, analysis and review results, interpretation and reporting of results, and development of conclusions and recommendations towards the determination of transportation impacts, mitigation strategies and proportionate shares
