Examples of Duties

Reports directly to the Chief of Planning and Engineering. Under administrative direction, plans, organizes, and implements professional engineering, construction, and architectural work at Cleveland Hopkins International Airport, Burke Lakefront Airport, and the Division of Harbors. Directs the performance of and provides technical oversight of work in progress for professional and administrative Engineering and Construction staff for project designs, cost estimates, plans, specifications, and schedules for Engineering, Construction, and Architectural projects. Monitors developments in equipment materials and techniques as well as program and construction management, project delivery systems, and value engineering in the architectural, engineering, and construction fields. Writes and compiles reports and other statistical information on the programs and projects administered by the Airport's Engineering business line. Supervises Departmental Engineering personnel. Manages airport design construction and professional service contracts and consultants as well as quality assurance and quality control methods in these practice areas. Performs other job-related duties as required.

Minimum Qualifications

A Bachelor's Degree in Civil or Airport Engineering or a related Engineering field is required. Six years of progressively responsible experience in a field related to Civil or Aviation Engineering in the public, private, or military sectors is required. A Professional Engineer's License in Civil, Aviation, or similar field is required. A valid State of Ohio Driver's License is required. Must pass AOA driving and communications tests within three months of hire. Must have the following: Strong management, analytical, verbal, and written communications skills; Computer skills in Microsoft Word, Excel, PowerPoint, Project, Expedition, Prolog and/or Auto/CAD; Excellent attendance and work record (Perfect attendance records from past or current employment plus any service awards should be submitted as proof). Must successfully complete a Transportation Security Administration (TSA) fingerprint-based criminal history records check and employment background check.

Duties & Responsibilities

Under administrative direction, plans, organizes, and implements professional engineering, construction, and architectural work at Cleveland Hopkins International Airport (CLE) and Burke Lakefront Airport (BKL).  Directs the performance of and provides technical oversight of work in progress for professional and administrative Engineering and Construction staff for project designs, cost estimates, plans, specifications, and schedules for Engineering, Construction, and Architectural projects.   This includes oversight of design and construction management consultants, contractors, and coordination with various entities including the inspection team, airport stakeholders, City of Cleveland officials and regulatory agencies such as the Federal Aviation Administration (FAA), the Transportation and Security Administration (TSA) and the Ohio Environmental Protection Agency (OEPA). 

  • Manages and oversees the department of engineering’s project management professionals responsible for supporting a diverse range of engineering, architectural and construction projects at CLE and BKL. 
  • Monitors developments in equipment, materials, and techniques as well as program and construction management, project delivery systems, and value engineering in the architectural, engineering, and construction fields.  
  • Writes/compiles reports and other statistical information on the programs and projects administered by the Engineering and Construction business line.  
  • Must have excellent written and oral communication skills to present project design and construction project updates to airport leadership, stakeholders and local officials. 
  • Must effectively manage consultants and contractors, monitoring quality of work performed, and ensuring tasks are complete according to design documents and within the budgetary and time restrictions of the contract. 
  • Upholds the organization’s Vision and Mission, educates departmental staff on the importance of the Strategic Plan, and correlates the direct alignment of each project and performance measure with the Strategic Plan.
  • Provides technical training and guidance to less experienced staff and is responsible for career planning, goal development, training and professional development of departmental staff. 
  • Additional responsibilities include providing design, management, and technical direction and oversight associated with all Engineering and Construction projects.
  • Oversees the engineering component of projects or initiatives that involve outside entities, tenants, or operations and maintenance.
  • Is responsible for hiring, development and performance of the workforce.  Develops and monitors employee goals, counsels and coaches, instructs and evaluates employees, initiates and enforces disciplinary actions, and informs leadership of performance or operational issues if necessary.
  • Promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment.  Prepares accident and injury reports as necessary.
  • Performs other related duties as required.
