This is an open examination.  To be eligible for this position, applicants must be a U. S. Citizen or have a permanent resident card.  Applicants must be a High School graduate or possess a G.E.D. and be at least 18 years of age.

Job Description

 General Statement of Duties:

  • This is a responsible, professional, supervisory, and managerial position
  • Perform professional work which involves the application of engineering and construction knowledge and skills to the construction and inspection of public works projects
  • Direction and coordination of activities of department staff as they relate to construction, inspection, and related aspects of projects and department functions
  • Work is performed under the general direction of management staff and is subject to review upon completion
  • Assignments are usually broad in scope with opportunity for the use of professional judgment
  • Application of sound technical principles, practices, and judgment at various levels of project construction
  • Work must be performed in accordance with applicable laws, codes, and regulations
  • Develop and implement an effective and efficient construction and inspection program for the Engineering Department and its respective projects and functional needs
  • This position is responsible for the direction of work and manner of accomplishment of assigned personnel
  • This position reports to the City Engineer
Minimum Qualifications:
  • Minimum of ten (10) years of civil engineering/construction management experience; or an equivalent combination of education, experience, and/or training which provide the required knowledge, skills, and abilities
  • Must possess a valid State of Ohio Driver’s License at all times
Preferred Qualifications:
  • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, Surveying, Construction Management, or a related field as deemed acceptable by the City Engineer
  • Certification such as Project Management Professional (PMP), Certified Construction Manager (CCM), etc.
Required Knowledge, Skills, and Abilities:
  • Thorough knowledge of the process to plan, procure, and execute construction of public works projects
  • Manage and oversee multiple project construction and inspection teams throughout construction
  • Must be well-informed of ODOT policies, procedures, and specifications including supplemental specifications
  • Must complete and maintain currency of all ODOT Local Public Agency (LPA) training modules as directed by Engineering Department management
  • Assure Quality Control (QC) of all construction and inspection-related work provided by the department;
  • Pursue opportunities to enhance project construction scopes, schedules, and costs
  • Ensure the implementation and applicable safety standards and QC pertaining to construction, inspection, and related functions
  • Ensure training of appropriate staff for QC pertaining to construction, inspection, and related functions
  • Ability to prepare technical and administrative reports and communications pertaining to construction, inspection, and related functions
  • Experience and ability to create and maintain schedules pertaining to construction projects and inspection functions of the department
  • Ability to effectively communicate and present ideas verbally and in writing
  • Ability to establish and maintain effective working relationships as appropriate with elected officials, department heads, city employees, other agencies, the development, engineering, and construction community, the general public, etc.
  • Proactive training and continuing professional development
  • Knowledge and proper application of work rules, policies, procedures, and union contract provisions as they relate to applicable staff
  • Ability to effectively supervise assigned personnel
  • Ability to perform work in the office and outdoors as necessary

    Examples of Work:
  • Address inspection needs daily as related to projects, permits, and other department functions, and assign inspectors accordingly
  • Assess project risks, changes, costs, and scope management through project construction and inspection invoices, change orders, and schedule
  • Instruct inspectors of proper methods needed for documentation and reporting
  • Assess the status of scope, quality, general timeline, budget, and resources needed for project construction and inspection, and discuss with appropriate staff and project representatives as needed
  • Receive, review, and prepare construction and related invoices for payment, including funding splits and retainage to warrant proper use of funds
  • Provide support to Project Managers in payment requests for the Ohio Department Of Transportation (ODOT), Ohio Public Works Commission (OPWC), and other applicable funding sources 
  • Review existing construction specifications, standard drawings, estimates, and standards for public works projects and recommend modifications accordingly
  • Verify if contractor and related construction and material submittals comply with applicable ordinances, requirements, policies, standards, and specifications
  • Assist in procuring agreements for various construction services as needed (i.e. consultant contracts for inspection, project administration, and testing)
  • Review inspection, testing, and related construction reports to ensure conformance with applicable standards and specifications
  • Track inspection hours as needed for projects
  • Train employees and associates on current procedures and policies pertaining to construction, inspection, and related functions
  • Secure appropriate documents for construction and inspection including specification manuals, training manuals, and technical equipment manuals
  • Visit project sites regularly to assess construction and inspection status and quality of performance
  • Perform Qualification Based Selection (QBS) for construction administration and inspection 
  • Support Project Managers in assessing proper funding breakdown of project invoices
  • Review bid packages prior to submission to the Purchasing Department for sale for completeness and accuracy
  • Assemble project bid tabulations using contractor bids for award by Board of Control
  • Review project bids for accuracy and perform bid analysis of bidders
  • Perform constructability reviews of construction plans
  • As directed, initiate and facilitate or provide assistance in facilitation of pre-construction meetings
  • Acquire contract documentation before and during the life of the project
  • Monitor and request changes to project construction schedules
  • Assess project construction scope, cost, and schedule for accuracy and inform appropriate parties of deviations and revisions needed
  • Negotiate or assist in negotiation of construction and inspection change order costs
  • As directed, process or assist in processing of construction and inspection change orders for presentation to Board of Control and/or City Council
  • Answer construction-related questions
  • Provide management of department staff pertaining to Ohio Utility Protection Services (OUPS), sewer permits, street opening permits, sidewalk permits, etc. and other department functions
  • May occasionally represent the City in matters pertaining to construction and inspection contracts and coordinate accordingly with governmental representative, attorneys, utility companies, contractors, and the general public
