Supervisor Title:  Director of Community Development

Starting Salary Range:  $30.76 to $33.75/hr., with potential to earn up to $43.11/hr. 

Minimum Qualifications of Education and Experience:

  • Bachelor's degree in urban planning, urban studies, public administration, geography, or related field.
  • One (1) year of relevant experience with a demonstrated ability in most aspects of planning.

  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements. 

Nature of Work:

Under direct supervision of the Director of Community Development, the Planner performs independent work with minimal supervision.  This position assists the Director of Community Development in the administration and enforcement functions associated with land use and zoning regulation.  Duties include responding to public inquiries and land use complaints, reviewing plans to determine conformance with City ordinances and urban design guidelines, conducting research and preparing detailed staff reports, assisting in the administration and enforcement of City zoning and related ordinances, presenting information orally, and conducting site inspections. Daily work is based on organizational values.

Duties / Responsibilities

Primary Essential Work Functions: 

  • Responds to public inquiries regarding land use and zoning matters.
  • Enforces City ordinances, such as the zoning code. 
  • Assists in undertaking planning studies as requested by the Director of Community Development.
  • Issues sign permits. 
  • Prepares agendas and takes minutes for Site Plan/Traffic Advisory Committee. 
  • Assists the Director of Community Development in the administration of the Site Plan Review process. 
  • Receives applications for Planning Commission action. 
  • Conducts research and prepares detailed staff reports for the Planning Commission.
  • Assists in the preparation of ordinances and resolutions.
  • Assists in the preparation of amendments to the ordinances, subdivision regulations, and to the City land use plan.
  • Presents information verbally to the Planning Commission.
  • Reviews plans to determine compliance with City ordinances, landscape ordinance, and urban design guidelines.
  • Conducts site inspections to ensure compliance with approved plans and permits.
  • Calculates square footage and lot coverage for zoning compliance.
  • Assists in preparation and administration of state and federal grants.
  • Assists in the preparation of grant documents and on-going administration and reporting of grant programs.
  • Assists the Director of Community Development in the review of rehabilitation Community Development Block Grant applications
  • for zoning compliance.
  • Assists the Director of Community Development in the administration of the Wetland Conservation Act.
  • Assists the Director of Community Development in the review of rental license applications for zoning compliance.
  • Assists the Director of Community Development in providing staff support for Lime and Mankato Townships under orderly annexation agreements.
  • Provides/evaluates demographic data for City Staff.
  • Assists in maintenance and updating of Community Development website.
  • Undertakes Historic Reviews of Properties.
  • Prepares and presents information to the Heritage Preservation Commission.
  • Issues fences and detached accessory structure permits.
  • Performs inspections on fences and detached accessory structure permits
  • Uses a personal computer to prepare reports, correspondence, and other documents. Assists a variety of committees and organizations as a representative of the division. Performs other related functions as assigned or apparent.

Qualifications / Conditions of Employment

Conditions of Employment:

  • Must possess a valid driver's license and be able to drive in the state of Minnesota. 
  • Must successfully complete a background examination and pre-employment assessment. 
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.

Hours of Work

Regular working hours for this position are Monday-Friday, 8:00 a.m. to 4:30 p.m., and outside of regular work hours as necessary, including occasional evening meetings.
