Construction Project Manager /BIE

SUBJECT MATTER EXPERT II -CONSTRUCTION PROGRAM MANAGEMENT (CPM) SUPPORT SERVICES

8.1 Required qualifications for each CPM Each CPM shall have the following credentials:

1. Shall be a graduate of an accredited college or university with a Bachelor of Science in a relevant field of engineering or construction management (four-year degree minimum). At a minimum, one CPM must have a background in Mechanical Engineering, one CPM must have a background in Civil Engineering. Unless otherwise agreed upon by the Contracting Officer, a minimum of 40% of the CPM workforce must have degrees in engineering, and a minimum of 30% must have degrees and experience in construction management. To be acceptable, the curriculum shall be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

2. Construction technical competencies and qualifications to verify that a specific level of workmanship was obtained.

3. Minimum of ten years construction engineering or construction management experience.

4. Experience in managing programs that include multiple tasks and projects. Able to successfully plan and manage staff, budgets, schedules, client interactions for large projects and tasks.

5. Experience in organizing, directing and coordinating strategic planning activities. Experience in assisting in developing goal delineation, provides guidance for building operational plans and specifying measurable outcomes to include capital outlay planning efforts in a consolidated strategic planning process and prioritizes those initiatives

6. Knowledge of construction scheduling methods and familiarity with the use of scheduling software, including Microsoft Project.

7. Proficiency in computer software programs such as Microsoft Word, Excel, PowerPoint, and Outlook; Adobe Acrobat Professional; and RS Means/CostWorks, and Maximo.

8. Average agility and dexterity. CME will be required to perform duties that involve moderate walking over rough, uneven or slippery surfaces, recurring bending, crouching, stooping, Stretching, climbing ladders or similar activities, recurring lifting of moderately heavy objects less than 50 lbs. such as testing or measuring equipment, and regular visits to construction sites.

9. Ability to communicate effectively, concisely, and authoritatively in English both orally and in writing. Experience in preparing correspondence, written reports, and in briefing management personnel.

10. Experience in developing and maintaining complex construction management activities including submittal and Request for Information (RFI) processing.

11. Experience and familiarity with Federal building design criteria and construction guide specifications.

12. Knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation.

13. Ability to accurately calculate construction costs for changes, price the value of needed work, and provide recommendations for equitable adjustments.

14. Ability to monitor the preparation of as-built activities of contractors to ensure that those documents are being prepared on an on-going basis. Ability to review contractor submissions of as-built drawings for completeness and accuracy and advice in writing the appropriate Government personnel as to the acceptability of such submissions.

15. Ability to identify critical and long lead-time materials and recommend procurement strategies to prevent negative impact on quality, cost, and schedule.

16. Completed the 30 Hour OSHA Construction Training within the past two years.

17. A valid driver’s license.

8.2 Tasking, duties, and responsibilities

The CPM(s) shall provide BIE with sound management advice regarding all work performed on BIE projects via task orders issued under the BPA. For each project, the goal shall be to achieve the best value in the work being performed by controlling schedule and budget. The CPM shall also be proactive in helping to resolve problems and minimize claims taking all reasonable measures to anticipate problems and delays and to minimize or eliminate them adverse impact on project completion. Throughout performance under this BPA, the CPM shall take the initiative and act to mitigate circumstances that could lead to claims, resolve conflicts promptly, and keep the Government advised of any potential disputes. The CPM shall exercise all due diligence, utilizing competent personnel within authorized limitations, to make certain that work is performed in conformity with applicable requirements (codes, regulations, 19 standards, construction contract plans and specifications).

A. This position requires using technical engineering knowledge to make recommendations for solution of problems concerned with nationwide building designs, construction, or improvements. The incumbent monitors and tracks progress of designated construction projects in support of the assigned project manager and provides routine reports of accomplishments to appropriate officials and offices. The scope of services includes, but is not necessarily limited to, the following:

1) Supports the initiation of projects or provides technical onsite assistance in identifying and/or verifying facility conditions, repair estimates and timetables.

2) Supports development of budget estimates and justifications for requests and verifies the already identified work/conditions submitted by facility manager(s) during onsite inspections and evaluations.

3) Conducts market research to support work to be performed for projects.

4) Reviews design for projects in terms of client needs to include cultural, socioeconomic, demographic, and technical considerations and cost considerations.

5) Develop plans and conceptual design solutions for renovations and improvements to facilities.

6) Evaluates and recommends potential solutions renovations and improvements of existing facilities.

7) Reviews proposed sites for a project, evaluates, and makes recommendations as to adequacy with regard to topography, subsurface conditions, utilities such as water, sewer, gas, electric power and heating systems, and development costs, and other factors.

8) Assists with the development and review of construction documents to detail the project structure, mechanical and electrical systems.

9) Assists with the technical portion of design and/or construction contracts as well as the administration of the contracts with architect-engineer firms. Specific duties include minimal oversight of:

A. Architectural and engineering (A/E) statements of work

B. Project time schedules, cost estimates, and budgets

C. Technical reviews of designs, analyzes drawings and specifications

D. Construction projects to ensure compliance with contract provisions and standards

E. Proposed changes by review of prior specifications and designs of existing structures

10) Performs onsite inspections and evaluations of physical facilities to determine actual condition of existing buildings; their functional adequacy; compliance to code requirements, including life safety, health, handicap, energy conservation and environment; and examines existing facilities, utilities and site for renovation, reuse or functional modifications.
