The Rua Al Madinah Superblock 5 project involves the construction of 10 hospitality assets across 18 high-rise towers, located in the heart of Madinah, Saudi Arabia.

KEO is providing full Project Management and Construction Management (PMCM) services to the Client, including Project Management, Construction Supervision, and Engineer to the Contract services, with a focus on safely delivering this landmark hospitality development on time, within budget, and to the highest quality standards.

Role Overview

KEO is seeking an experienced Construction Manager (Civil) to oversee and manage civil construction activities for the project. The successful candidate will be responsible for providing effective construction management, supervision, and coordination to ensure that works are delivered safely, efficiently, and in accordance with the approved drawings, specifications, programme, and quality requirements.

Key Responsibilities

• Manage and supervise civil construction activities across the project, ensuring works are completed in accordance with approved drawings, specifications, method statements, and project requirements.
• Oversee contractors and subcontractors to ensure construction activities are delivered safely, efficiently, and to the required quality standards.
• Monitor construction progress against the approved programme and identify potential delays, issues, and risks.
• Coordinate with the Project Management team, consultants, contractors, and other stakeholders to resolve construction-related issues.
• Review and monitor contractors' construction methodologies, work programmes, resources, and site activities.
• Ensure compliance with project specifications, applicable standards, and KEO/client requirements.
• Provide technical guidance and support to the construction supervision team.
• Monitor the quality of civil works and coordinate with the QA/QC team to ensure compliance with approved inspection and testing requirements.
• Ensure that all construction activities are carried out in accordance with approved HSE procedures and project requirements.
• Identify construction risks and proactively develop solutions to resolve issues and maintain project progress.
• Attend site meetings and provide regular updates on construction progress, issues, risks, and required actions.
• Coordinate interfaces between civil works and other disciplines to ensure smooth project delivery.
• Review contractor submissions and provide technical input where required.
• Support the Project Manager and senior leadership in achieving project objectives and successful delivery.

• Developing and maintaining professional and meaningful relationships with the project stakeholders to ensure project requirements are being satisfied.
• Overseeing the contractor works on site to ensure project scope is met successfully.
• Demonstrating experience managing multiple buildings or towers concurrently, preferably within hospitality or mixed-use developments.
• Showing strong technical background in MEP systems, coordination, testing, commissioning and integrated systems delivery
• Leading and manage the construction delivery of a cluster comprising mid-rise hotel towers from mobilisation through testing, commissioning, handover and close-out.
• Providing overall leadership to the construction, MEP, architectural, structural, logistics, quality and safety teams across the cluster.
• Coordinating all civil, structural, architectural, façade, MEP and specialist hotel systems to ensure fully integrated project delivery.
• Using strong MEP expertise to oversee installation, coordination, testing and commissioning of HVAC, electrical, plumbing, fire protection, ELV and building management systems.
• Ensuring construction activities are executed in accordance with the Contract, approved drawings, specifications, method statements, authority requirements and hotel operator standards.
• Establishing and manage the construction strategy, sequencing, site logistics, access arrangements and deployment of labour, plant and materials across the project.
• Monitoring construction progress against the approved baseline programme and implement corrective or recovery measures where required.
• Identifying constraints, interface issues and potential delays at an early stage and coordinate their timely resolution.
• Chairing construction, coordination, progress and interface meetings with contractors, consultants, designers, suppliers and specialist subcontractors.
• Managing interfaces between structural works, building envelope, architectural finishes, MEP services, vertical transportation, kitchens, laundry and other hotel operational systems.
• Ensuring MEP services are fully coordinated with architectural finishes, reflected ceiling plans, interior design requirements and equipment layouts.
• Overseeing technical submittals, shop drawings, material approvals, procurement schedules and long-lead equipment deliveries.
• Monitoring contractor and subcontractor performance, resource deployment, productivity and compliance with agreed construction targets.
• Ensuring effective coordination between the six towers while maintaining consistent standards, processes and reporting across the cluster.
• Reviewing construction methodologies, temporary works proposals, lifting plans, logistics plans and major installation strategies.
• Maintaining strict oversight of health, safety, environmental and welfare requirements and promote a strong safety culture across the cluster.
• Ensuring implementation of the approved quality management system, inspection and testing plans, mock-ups, benchmarks and corrective actions.
• Coordinating the progressive testing, commissioning, systems integration, authority inspections and operational readiness of each hotel tower.
• Managing phased completion, snagging, de-snagging, statutory approvals, operator inspections and handover activities.
• Ensure timely completion of as-built drawings, operation and maintenance manuals, warranties, training records and other handover documentation.
• Supporting the assessment of variations, claims, extension-of-time matters and contractor performance from a construction and technical perspective.
• Preparing accurate progress reports, executive updates, risk assessments and recovery recommendations for senior management and the Client.
• Building and maintain effective working relationships with the Client, PMC, supervision consultant, hotel operators, contractors and relevant authorities.
• Mentoring and manage construction managers, MEP managers, package managers, engineers and site supervision personnel.
• Ensuring lessons learned and best practices are consistently implemented across all six hotel towers.

• Bachelor's Degree in Civil Engineering is mandatory.
• Minimum 15 years of overall professional experience.
• Minimum 10–15 years of relevant experience in construction management, preferably on large-scale high-rise building and hospitality projects.
• Strong experience managing civil construction works on high-rise buildings.
• Experience working with contractors and/or consultancies in Saudi Arabia and the wider GCC.
• Strong knowledge of construction methods, processes, sequencing, and site management.
• Proven experience managing contractors and subcontractors on large and complex projects.
• Strong managerial, leadership, communication, and problem-solving skills.
• Ability to effectively manage multiple priorities and resolve construction issues in a fast-paced project environment.
• English language proficiency is required.

Working Conditions

• Location: Madinah, Saudi Arabia
• Working Hours: 48 hours per week / 6 days
• Site-based role with regular coordination with the wider project management and construction supervision teams.
