Rate of Pay: $141,939 annually + DOE

Summary
Responsible for assisting the Vice President of Facilities and Construction Management in the planning, design, building, scheduling and capital planning for Health System construction projects. Performs related duties as required.

Essential Duties and Responsibilities

  • Plans and implements the Health System project portfolio to ensure efficient and collaborative execution.
  • Implements Capital Construction budgeting, scheduling, contract administration, certification, and project oversight.
  • Manages and assures completion of construction projects. Provides support to Project Managers and team to ensure successful project and occupancy of space.
  • Advises the Vice President of Facilities and Construction Management on property acquisition and lease agreements to determine needs and facility requirements/upgrades.
  • Plans work space allocation based on construction driven changes.
  • Manages facility standardization and guidelines to ensure consistency in branding and performance standards.
  • Manages contract templates and updates to ensure consistency with current laws and best practices.
  • Manages District’s bidding, publishing and evaluation process ensuring a best value approach consistent applicable laws and best practices.
  • Manages departmental sub-contractors and service providers ensure contractual compliance and coverage of Health System needs.
  • Ensures compliance of all department policies and procedures.
  • Makes recommendations to the Vice President of Facilities and Construction Management and senior management on proposed facility locations and upgrades.
  • Works closely with the Manager of Facilities Management to ensure accuracy, efficiency, collaboration and efficient turnover of space at project completion.
  • Administers annual budget for assigned unit(s); monitors expenditures and analyzes staffing and spending requests.
  • Recommends reallocation of funds to adjust for unanticipated costs.
  • Processes department payroll.
  • Develops and ensures compliance with all District construction policies and procedures.
  • Maintains positive relationships with local town and county offices, applicable agencies, and vendors.
  • Supervises support staff responsible for construction management and related services.
  • Interviews, selects, and trains staff; sets performance standards and evaluates performance.
  • Reassigns staff resources to meet division goals and participates in disciplinary actions.
  • Consistently rounds with team members to promote trust, mentorship, and growth.
  • Promotes a positive and supportive team dynamic built on empathic communication principles.
  • Encourages staff resiliency and development through training and teamwork.
  • Demonstrates leadership and professional growth.
  • Acts as a resource to Construction staff in identifying problems and resolutions utilizing Just Culture practices.
  • Communicates with the Vice President of Facilities and Construction Management regarding employee counseling and departmental issues.
  • Assumes responsibility for all department functions in the absence of the Vice President of Facilities and Construction Management.

Supervisory Responsibilities
Carries out supervisory responsibility in accordance with the organization’s policies and applicable laws. Minimum Education/Experience
Bachelor's Degree in a related field and 3 or more years experience

Licenses/Certifications
Valid Driver's License in good standing

Other Experience/Qualifications

Required:

  • Demonstrated knowledge of local, state and federal codes and regulations pertaining to facilities and public contract law. Federal, state and local codes, Title 24, 22, 19NFPA codes specific to healthcare, 2000 Life Safety Codes.
  • Associate Design-Build Professional (DBIA Associate)

Preferred:

  • Master’s degree
  • Design-Build Professional (DBIA Professional)
