Description of Work

This position is the manager of the Capital Improvement Section and is responsible for supervising and coordinating contracted design and construction services for new capital improvements and major renovation of existing facilities in the state parks system, including programming, financial oversight, planning, design, and construction management.

Key Responsibilities
• Oversee and ensure timeliness, quality and cost effectiveness in project managers’ work, for the construction section.
•Supervise construction project managers and office administrative staff in evaluating work scope on construction projects.
• Assess nature of requested projects and provide technical consultation on the benefits and detractions of the construction projects.
• Oversee, review, identify and approve scope of work, major logistical and operating constraints, major site constraints, utility constraints, property related issues and general code requirements for construction section.
• Oversee, review, prepare, develop and approve plans, estimates, designer selection, submit documentation and route through DNCR, OSC, DOI and other state agencies; prepare contract and specifications for project in conjunction with plan preparation; coordinate utility service installation, land conveyance, permits, and related pre-construction activities; bid projects for construction and major maintenance.

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed on the vacancy announcement.   • Ability to train, direct and supervise subordinates and to establish and maintain effective working relationships.

  • Ability to estimate costs, monitor and manage construction projects, and to technically direct others and review and evaluate their work.

  • Ability to read and interpret maps such as topographic, site and master plans, construction drawings, specifications, etc.

  • Ability to direct journey level work in a variety of trades, to read schematics and blueprints, to sketch or review technical drawings, to estimate repair and construction projects, and to perform para-professional engineering projects.

  • Ability to review the design of outside consultants and to read and interpret all related plans and specifications.

Position/Physical Requirements

  • Typical work schedule is Monday - Friday, 8:00AM - 5:00PM, with flexibility 40 hours a week.

  • Thorough knowledge of construction techniques and of the tools, methods, practices, materials and equipment used in the building and mechanical trades.

  • Considerable knowledge of the principles, practices and theories of sustainable and building practices, along with considerable knowledge of construction/engineering, materials, soils, foundations, construction techniques, project management and of the codes, laws and ordinances pertaining to construction or renovation of materials, soils, foundations, buildings and other facilities.

  • Working knowledge of building codes, environmental rules and all other rules and regulations governing repair, maintenance and construction of facilities.

  • Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.

Minimum Education and Experience

Bachelor’s degree in Facilities or Construction Management or related Engineering field from an appropriately accredited institution AND three (3) years of related experience in construction project management,

OR

An equivalent combination of education and experience.

Necessary Special Qualification

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
