Position Summary
We are seeking an experienced Construction Manager to oversee Manufactured Housing Unit replacement and residential reconstruction projects within our Disaster Services Division.
This role is responsible for managing all phases of construction, including demolition, site preparation, MHU installation, rehabilitation, and stick-built reconstruction. The Construction Manager will work closely with clients, contractors, subcontractors, inspectors, and internal team members to ensure projects are completed safely, on schedule, within budget, and in compliance with code, municipal requirements, and program standards.
The ideal candidate will have strong residential construction knowledge, excellent subcontractor coordination skills, and experience managing disaster recovery or federally funded housing projects.
Key Responsibilities

Project Planning and Coordination Develop and manage project plans, scopes of work, construction timelines, and budgets for MHU replacement and reconstruction projects.

Contractor and Subcontractor Management Coordinate, manage, and oversee contractors and subcontractors, including bid solicitation, contract coordination, subcontractor onboarding, scheduling, and performance management.

Budget Management Monitor project budgets, review expenses and invoices, track costs, and make adjustments as needed to keep projects aligned with approved budgets.

Construction Oversight Supervise all construction activities, including demolition, site preparation, foundation work, MHU installation, rehabilitation, and new residential construction.

Code and Compliance Ensure work is performed in accordance with local building codes, safety requirements, permitting standards, municipal guidelines, and project specifications.

Quality Control Perform and manage quality control inspections to ensure workmanship, materials, and construction processes meet company, client, and program standards.

Schedule Management Develop, maintain, and update construction schedules while coordinating project sequencing to ensure timely completion.

Communication Provide regular project updates to clients, stakeholders, subcontractors, and internal team members. Communicate delays, changes, risks, or issues that may impact project timelines or budgets.

Problem Solving Identify and resolve construction-related challenges, including delays, design changes, inspection issues, material shortages, and field conditions.

Safety Management Ensure all construction activities are performed safely and in accordance with applicable safety regulations, company policies, and industry best practices.

Documentation Maintain accurate project documentation, including drawings, inspection records, quality control reports, contracts, change orders, photos, permits, and other project-related records.
Qualifications
- Bachelor's degree in construction management, Civil Engineering, or a related field preferred; equivalent work experience will be considered.
- Proven experience as a Construction Manager or similar role in residential construction, demolition, rehabilitation, MHU replacement, or reconstruction projects.
- Strong knowledge of construction methods, materials, building codes, permitting, inspections, and safety standards.
- Experience managing subcontractors, schedules, budgets, scopes of work, and construction documentation.
- Ability to read and interpret construction plans, specifications, scopes, and project documents.
- Strong communication, leadership, organization, and problem-solving skills.
- Ability to work independently and make sound decisions in a fast-paced construction environment.
- Proficiency with construction management software, Microsoft Office, and other related software tools.
- Valid driver's license and reliable transportation required.
Preferred Candidate Profile
The strongest candidate will have experience with Manufactured Housing Unit replacement, residential reconstruction, demolition, rehabilitation, subcontractor coordination, inspection management, and disaster recovery construction.
Candidates with prior experience managing construction activities for state, local, HUD, CDBG-DR, or federally funded housing recovery programs are highly encouraged to apply.
