Position Overview The Preconstruction Manager (PCM) at GCS-SIGAL utilizes their well-rounded construction experience to scope, estimating, and bidding construction projects lead the bidding for both conceptual and hard-bid estimates, including creation or review of conceptual drawings, budgets, preliminary schedules, value engineering, and constructability reviews for a variety of project types.
Position Functions Position functions include, but are not limited to the following:
Lead pursuits through the preconstruction process, from contract, to turnover, to operations
Coordinate RFP responses and pursuits with Estimating, Marketing, and Operations teams
Bring new pursuits to GCS-SIGAL
Provide value engineering suggestions and guidance to project teams
Collaborate with in-house and out-of-house subject matter experts
Prepare/Review detailed scope sheets for trade contractor bidding
Perform quantity take-offs and scope sheets for a variety of building components and systems
Review and analyze trade contractor proposals for price, scope, and fit for the project
Collaborate with estimating team to ensure complete and accurate budget development
Develop and/or QC project schedules during the preconstruction phase
Oversee preparation of owner deliverables (e.g. GMP summaries, Qualifications, Allowances)
Identify key decisions needed from project stakeholders to maintain project schedules
Understand and lead the permitting process
Communicate clearly and affectively to clients, architects, owners, and subcontractors
Prepare time, cost, and labor estimates for projects by analyzing project drawings, specifications, and RFP’s
Prepare conceptual estimates and budgets for multiple upcoming projects
Analytically review project documents to develop well-written RFIs and identify potential scope gaps and design omissions
Develop subcontractor relationships by attending industry networking events and visiting individual subcontractor offices to develop and maintain relationships
Assist operations with change orders and proposal development
Evaluate bid specifications and drawings
Attend pre-bid meetings and/or site visits
Participate in the interview process as required by some projects for award
Maintain qualified subcontractor bidders list
Minimize job costs by communicating scopes of work with subcontractors and vendors
Identify potential project risks
Work closely with the marketing department to prepare RFP responses
Develop and manage new and existing clients by providing them with value through preconstruction efforts
Experience/Education
Bachelor’s degree or related experience
5+ years of experience in estimating or preconstruction commercial construction projects
Deep understanding of Budget/Estimate organization and the project life cycle in the commercial construction market
Familiarity with the DC metro AEC market
Experience with K-12, multifamily, and Design-Build projects

Able to quickly assemble Rough Order of Magnitude (ROM) budgets for clients

Able to use quantity take-off software

Knowledge of the RFP and bidding processes
Math and analytical skills regarding cost and pricing
Working knowledge of Procore, construction project management software
Proficient with Microsoft office particularly Microsoft Excel
Experience interfacing with clients, architects, owners, and subcontractors
Physical Requirements
Prolonged periods of sitting at a desk and working on a computer
Must be able to access and navigate active construction sites (PPE provided)
