Summary:
The Construction Manager will be our company's lead representative on capital projects, responsible for input at the pre-construction phase and for the overall execution of the construction phase from planning through mechanical completion, including support for pre-commissioning and handover. Operating within an EPCM framework, this role will primarily manage and oversee the performance of the selected General Contractor (GC) responsible for all site construction activities. The ideal candidate will leverage deep expertise in modularization, Advanced Work Packaging (AWP) methodologies, and integrated completions planning to drive safety, quality, schedule adherence, and cost control.
Responsibilities:
Pre-Construction Planning:
- Lead the constructability review process during early project phases, providing expert input on design optimization, modularization opportunities, and efficient field execution sequences.
- Collaborate with engineering, procurement, and project controls teams to develop comprehensive construction execution plans, site logistics, and resource loaded schedules.
- Develop detailed site mobilization plans, including temporary facilities, infrastructure requirements, and precise strategies for module receipt, handling, and placement.
- Participate in the General Contractor (GC) selection process, providing technical evaluation of proposals, defining scopes of work, and ensuring alignment with project goals.
- Establish robust site-specific safety, quality, and environmental management plans tailored for complex modular construction and GC oversight.
- Participate in the preparation of Proposals to provide construction management planning and input, construction execution strategy, schedule input, resource planning and risk identification
- Participate and provide input on model reviews, value engineering workshops
Project Leadership & General Contractor Management:
- Act as the primary on-site interface between our EPCM project team, the client, and the General Contractor (GC).
- Provide senior leadership and strategic direction for all site construction activities, ensuring the GC's performance aligns with the project execution plan, contract terms, and client expectations.
- Lead regular progress meetings, coordination meetings, and risk reviews with the GC's site management team.
- Proactively identify, address, and resolve complex construction issues, conflicts, and challenges impacting scope, schedule, or cost, working collaboratively with the GC.
- Drive the culture of safety excellence on site, holding the GC accountable for maintaining the highest HSEQ standards.
Modularization & Advanced Work Packaging (AWP) Implementation:
- Champion the effective implementation of AWP methodologies throughout the construction phase, ensuring alignment with work packaging strategies developed in engineering and procurement.
- Oversee the GC's execution of Construction Work Packages (CWPs) and Installation Work Packages (IWPs), ensuring proper sequencing, resource allocation, and readiness.
- Manage and optimize the logistics and installation of large-scale modules, ensuring timely delivery, safe setting, and seamless integration with site-built infrastructure.
- Conduct constructability reviews and provide expert input during design phases to maximize modularization benefits and improve field execution efficiency.
Construction Execution Oversight & Control:
- Monitor and audit the GC's overall construction progress against the approved project schedule and budget, identifying deviations and driving corrective actions.
- Ensure the GC's adherence to all engineering specifications, quality control plans, codes, and regulatory requirements.
- Oversee the management of site materials and equipment, particularly the interface between owner-furnished modules/equipment and the GC's procurement and installation activities.
- Manage the site change order process with the GC, ensuring proper scope definition, cost justification, and schedule impact analysis.
- Provide strategic input to the Site Project Controls Lead for accurate progress measurement, forecasting, and reporting.
Completions & Pre-Commissioning Integration:
- Develop and lead the construction completions strategy, ensuring a systematic and organized approach to mechanical completion (MC) and systemization.
- Drive the generation, tracking, and closeout of punch lists in coordination with the GC, client, and commissioning team.
- Oversee the preparation and handover of comprehensive construction dossiers and turnover packages required for commissioning.
- Provide critical construction support for pre-commissioning activities, including system walk-downs, integrity checks, and initial functional testing, until full transfer of care, custody, and control to the commissioning team.
- Foster a strong collaborative relationship between the construction and commissioning teams to ensure a smooth transition and early readiness for start-up.
HSEQ Leadership:
- Serve as the senior HSEQ leader on site, ensuring the effective implementation of our company's HSEQ policies and actively auditing the GC's safety program and compliance.
- Lead or participate in incident investigations, root cause analyses, and corrective action implementation.
- Promote a proactive safety culture through leadership by example, regular safety audits, and engagement with all personnel.
Education and Experience:
- Minimum of 15 years of progressive experience in construction management roles on large-scale industrial capital projects within the Oil & Gas (Upstream, Midstream, Downstream, Petrochemical) and/or Renewable Energy (Utility-scale Wind, Solar, Green Hydrogen, Biofuels) sectors.
- A bachelor’s degree in construction management, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related technical field is preferred. Extensive relevant experience in lieu of a formal degree will be considered for highly qualified candidates.
- At least 7 years of direct experience specifically operating in EPCM (Engineering, Procurement, Construction Management), successfully managing and overseeing General Contractors (GCs) for site construction.
- Demonstrable expertise in modular construction methodologies, including significant experience with module logistics, setting, and integration.
- Proven hands-on experience and strong understanding of Advanced Work Packaging (AWP) principles and implementation on major projects.
- Solid experience with construction completions processes, mechanical completion, and systematic turnover for commissioning.
- Experience providing critical construction support to pre-commissioning activities and managing the interface until construction transition to commissioning.
- OSHA 30-Hour Construction Safety certification or equivalent is required.
- Certified Construction Manager (CCM) is highly preferred.
- Proficiency in project management and scheduling software (e.g., Primavera P6).
- Strong understanding of industry codes, standards, and best practices relevant to O&G and Renewable Energy construction.
- Ability to read, interpret, and provide critical input on complex engineering drawings (P&IDs, Isometrics, Plot Plans, 3D models) and specifications.
- Familiarity with Completions Management Systems (CMS) software.
- Experience with integrated commissioning and start-up planning.
- Prior experience in both home office project roles and site execution.
- The construction manager will be located at one of the Shaw Group’s Houston Offices during the pre-construction phase of Projects, with occasional travel to a proposed site. For the construction phase, the selected candidate must be willing and able to relocate to a site during the construction phase. These site assignments may be for extended rotational assignments (typically 6-12 months or longer).
- Valid passport and ability to obtain necessary visas for international travel.

Physical Requirements:
- Ability to reach, stand, walk, grasp, feel, talk, hear, see and to perform repetitive motions.
- Sedentary work: Exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
- Ability to sit at a desk and operate a computer for extended periods of time.
- Ability to see with visual acuity and distinguish between colors.
- Ability to walk up to one mile on the shop floor/facility and construction sites outdoors at any time of the year.
- Ability to use multi-level stairs and rung ladders unassisted.
