Job Responsibilities

Reports directly to Chief of Strategic Planning and Reporting, with responsibilities that include maintaining, analyzing, organizing and maintenance of data as a resource for asset management, performance management and performance measure reporting. Compiles data for asset categories in applicable reporting formats for state and federal reporting, and MPO and COG performance reports. Tracks and maintains damaged assets database, mapping, and evaluations as required. Collaborates with internal teams and stakeholders to ensure data-driven decision making and compliance with regulatory requirements. Responsibilities also include assisting MPOs and COGs with data sharing.

Coordinates with asset managers, management groups, Systems Performance Group, and steering committees to assist supervisor in setting performance metrics and targets. Assists with Bridge Management (BrM) program runs and compiles reports from deterioration modeling outputs. Manages bridge related data including collection, analysis, and reporting of large datasets requiring highly technical analyses of bridge performance measures, requiring advanced proficiency in specialized tools and methodologies. Coordinates with Pavement Management group and compiles reports from deterioration modeling outputs. Coordinates with System Performance Group for reliability and freight measures.

Responsible for management of complex freight database, responding to requests for truck data forecasts, commodity flows and creating reports and mapping as appropriate. Supports planning initiatives and freight plan providing research, data, impact analysis to ensure data needs are met and consistency and compliance with federal and state regulations. Coordination with MPO, COGs, internal and external stakeholders serving as point of contact for freight data requests including attendance of meetings to present the information.

Responsible for researching emerging trends, best practices, and methodologies for planning data, performance management and sharing information with supervisor for recommendation. Drafts and reviews planning documents to address evolving needs and innovative practices. 

Integrates performance management metrics, pavement, bridge, reliability, freight, targets and objectives with the Statewide Multimodal Transportation Plan (SMTP), Transportation Asset Management Plan (TAMP), Freight Plan, Rail Plan, Statewide Transportation Improvement Program (STIP), and other reporting documents as requested. Develops and tracks performance measures for the agency in multiple formats, and dashboards to enhance departmental accountability and outcomes. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree in planning, urban planning, urban technology, engineering, engineering technology, construction science and management, geography, geographic information technology, or a related field, and four (4) years of transportation planning or engineering work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves working on a computer for extended periods of time. This position may require occasional travel. May be required to work outside normal scheduled work week.
