Introduction

The Construction Manager (CR 8.1) is responsible for the day-to-day management, supervision, coordination and control of all construction activities on site. The incumbent ensures that all work is executed safely, efficiently, on schedule, within budget, and in compliance with the Occupational Health and Safety Act (Act 85 of 1993), Construction Regulations, project specifications, quality standards, environmental requirements and contractual obligations.

The Alternate Construction Manager assumes all statutory duties and responsibilities of the Construction Manager in their absence and supports the management of construction operations to ensure uninterrupted project delivery.

Duties & Responsibilities

Key Responsibilities

Construction Management

  • Manage all construction activities on the project.
  • Plan and coordinate daily site operations.
  • Ensure construction work complies with approved drawings and specifications.
  • Coordinate subcontractors and suppliers.
  • Monitor productivity and resource utilisation.
  • Ensure construction milestones are achieved.
  • Supervise construction teams and site supervisors.
  • Resolve construction-related issues affecting programme delivery.

Statutory Responsibilities

In accordance with Construction Regulation 8(1), the Construction Manager shall:

  • Accept formal appointment in writing.
  • Manage all construction work under their control.
  • Ensure compliance with the Occupational Health and Safety Act and Construction Regulations.
  • Ensure competent supervisors are appointed.
  • Ensure risk assessments are completed.
  • Ensure safe work procedures are implemented.
  • Stop unsafe work where necessary.
  • Ensure all statutory appointments remain current.
  • Ensure legal compliance throughout the project.

Health, Safety and Environmental Management

  • Promote a proactive safety culture.
  • Conduct regular site safety inspections.
  • Participate in toolbox talks.
  • Review risk assessments and method statements.
  • Investigate incidents and near misses.
  • Ensure corrective actions are implemented.
  • Monitor compliance with PPE requirements.
  • Ensure environmental controls are maintained.

Quality Management

  • Monitor workmanship.
  • Ensure compliance with project quality standards.
  • Conduct inspections.
  • Review quality documentation.
  • Manage non-conformance reports.
  • Ensure corrective actions are completed.
  • Support commissioning activities.

Planning and Scheduling

  • Assist in preparing construction programmes.
  • Monitor daily progress.
  • Allocate labour and equipment.
  • Coordinate construction sequencing.
  • Identify delays and implement recovery plans.
  • Attend planning meetings.

Resource Management

  • Manage labour resources.
  • Coordinate plant and equipment.
  • Monitor material availability.
  • Control subcontractor performance.
  • Ensure efficient resource utilisation.

Client and Contractor Coordination

  • Attend client meetings.
  • Liaise with engineers and consultants.
  • Coordinate subcontractor activities.
  • Resolve operational issues.
  • Provide construction progress updates.

Team Leadership

  • Supervise site management teams.
  • Mentor supervisors and foremen.
  • Conduct performance reviews.
  • Promote teamwork and accountability.
  • Foster continuous improvement.

Desired Experience & Qualification

Minimum Qualifications

The successful candidate must possess one of the following:

  • National Diploma in Construction Management
  • National Diploma in Civil Engineering
  • National Diploma in Mechanical Engineering
  • National Diploma in Electrical Engineering
  • National Diploma in Building Science
  • National Diploma in Project Management
  • Equivalent Built Environment qualification

Recognition of Prior Learning (RPL) may be considered where applicable.

Professional Registration

  • Registration with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Professional Construction Manager or Candidate Construction Manager is advantageous.
  • Registration with another recognised professional body within the built environment will be considered.

Experience

The successful candidate must have:

  • Minimum 5 years' experience as a Construction Manager or Alternate Construction Manager on renewable energy projects in South Africa.
  • Proven experience on utility-scale Solar PV, Wind, Battery Energy Storage System (BESS), transmission or substation projects.
  • Experience managing multiple contractors and subcontractors.
  • Strong knowledge of EPC construction environments.
  • Demonstrated experience managing project schedules, quality, safety and productivity.
