Introduction

 

Our company is seeking a Targeted Enterprise Construction Manager to oversee and coordinate SMME participation within civil infrastructure projects, with a strong focus on roads and stormwater works. The successful candidate will be responsible for managing all matters relating to Targeted Enterprises (SMMEs), including monitoring performance, ensuring compliance with project requirements, facilitating training and mentoring initiatives, and supporting the development and sustainability of emerging contractors within the road construction environment.

Duties & Responsibilities

Key Responsibilities

  • Coordinate and oversee Targeted Enterprise (SMME) participation on construction projects
  • Monitor and support SMME performance, productivity, and compliance on site
  • Facilitate training, mentoring, and skills development initiatives for SMMEs and local labour
  • Ensure targeted enterprises comply with project specifications, quality standards, and safety requirements
  • Liaise with contractors, consultants, community representatives, and project stakeholders regarding SMME participation
  • Assist with the implementation and monitoring of contractual Targeted Enterprise obligations
  • Prepare progress reports relating to SMME development, participation, and performance
  • Support the development and sustainability of emerging contractors within the road construction environment
  • Identify and resolve challenges affecting SMME performance and project participation

Desired Experience & Qualification

Minimum Requirements & Qualifications

General Requirements

  • National Diploma in Management of Civil Engineering Construction Processes (NQF Level 5) or an equivalent qualification
  • Minimum 5 years’ experience working as a Site Agent within civil engineering construction
  • Proven experience in road infrastructure projects, including:
    • Roads maintenance
    • New roads construction
    • Roads rehabilitation
    • Road structures and related civil works
  • Strong experience in managing and supporting SMME participation within construction projects
  • In-depth understanding of construction site processes, contract compliance, and quality standards
  • Experience in training, mentoring, and developing emerging contractors and SMMEs in the road construction environment
  • Valid driver’s license

In addition, the TE Construction Manager shall have ample knowledge of, and experience in, training and mentoring requirements within the road construction environment.

Political knowledge will be advantageous.
